For international award winners such as Nobel Prize, Turing Prize and Fields medal, academicians of the Chinese Academy of Sciences, CAE Member and other Class A talents who need to purchase their first housing in Chengde's main working place due to work needs, they will be given 1 million yuan of settling in allowance, 400000 yuan of living allowance per person per year for five years, and the local share of personal income tax paid during the period of undertaking work will be fully refunded.

Class B talents, such as middle-aged and young experts who have made outstanding contributions to the country, national level candidates for the "New Century Hundred and Ten Million Talents Project", first level cultivation targets of the "Three Three Three Talents Project", and equivalent individuals, who purchase their first home to live in their main workplace in Chengde will be given a resettlement fee of 500000 yuan, and an annual living allowance of 100000 yuan per person for 5 years. The local share of personal income tax paid during the employment period will be fully refunded.

Experts from the Provincial "Hundred Talents Plan", middle-aged and young experts with outstanding contributions in Hebei Province, personnel receiving special allowances from the State Council, doctoral supervisors, and other C-class talents who purchase their first home in their main workplace in Chengde will be given a resettlement fee of 200000 yuan, and an annual living allowance of 60000 yuan per person for 5 years. The local share of personal income tax paid during the employment period will be fully refunded.

D-class talents such as winners of the China Skills Award and national technical experts who are unable to live in talent apartments and need to rent a house will receive a monthly rental subsidy of 2000 yuan per person for 5 years starting from the year of employment, and an annual living subsidy of 24000 yuan per person.

The recruitment policy of "four releases and one selection" will be implemented for staff recruited by 8 counties (cities) and public institutions in Chengde City, which means relaxing restrictions on education, major, age, and working years.
