According to the "Construction Plan for Overseas Talents Offshore Innovation and Entrepreneurship Bases in China (Shanghai) Pilot Free Trade Zone" (Hu Ke Xie Lian [2016] No. 3), the offshore base has formulated the "Management Measures for Cooperation Space of Overseas Talents Offshore Innovation and Entrepreneurship Bases in China (Shanghai) Pilot Free Trade Zone (Trial)", which has been studied and submitted to the meeting of member units of the offshore base for approval. It is now publicly available for relevant units to refer to and implement.

Measures for the Management of Cooperation Space of Overseas Talent Offshore Innovation and Entrepreneurship Bases in the China (Shanghai) Pilot Free Trade Zone (Trial)

Article 1 Purpose

According to the "Construction Plan for Offshore Innovation and Entrepreneurship Base of Overseas Talents in China (Shanghai) Pilot Free Trade Zone", in order to further gather innovation resources at home and abroad, optimize the innovation and entrepreneurship environment in Pudong, promote the construction of a low-cost, convenient, all factor, open, and mature supporting space carrier, and create an international comprehensive entrepreneurship platform with functions such as talent introduction, entrepreneurship incubation, and professional service guarantee, This method is specially formulated.

Article 2 Definition

The cooperation space referred to in these measures refers to organizations or institutions that can provide services for overseas innovation and entrepreneurship projects (talents), including innovative incubators, open innovation centers for large enterprises, specialized functional institutions, etc.

Article 3 Registration Conditions

Subject conditions (institutions that meet one of them can apply to register (I) innovative incubators (maker space, technology Business incubator) that have been registered in Pudong New Area.

（2） Open Innovation Center for Large Enterprises in Pudong New Area.

（3） A specialized functional institution that can provide services for overseas innovation and entrepreneurship projects (talents).

• Functional conditions (registration can be applied if two of the conditions are met)

（1） Institutions with business registration and tax household management located in Pudong New Area, registered and registered with district level or above departments, and operating normally for more than half a year.

（2） Having disposable activity venues and the ability to serve overseas innovation and entrepreneurship projects (talents), with no less than 5 overseas projects (talents) settled in each year or no less than 10 overseas projects (talents) served.

（3） Equipped with a professional team of incubation services, with a minimum of 5 members and a sound management and financial system.

（4） Having stable overseas cooperation channels, including well-known domestic and foreign universities, research institutes, non-governmental organizations, investment and incubation institutions, and possessing overseas innovation resources and achieving cooperation results.

（5） Focusing on key industries in Pudong New Area, with clear professional field service capabilities, a professional ecological service system, and stable cooperation in legal, financial, human resources, investment and financing professional service institutions.

Article 4 Registration Application Materials

（1） Interested institutions should fill out and submit the "Registration Application Form for Offshore Base Cooperation Space".

（2） Registered innovation incubators and licensed large enterprise open innovation centers only need to submit proof materials.

（3） In addition to providing the business license of the operating entity, specialized functional institutions also need to provide proof of venue (property certificate, lease agreement, floor plan, etc.), service related overseas projects (talents), and proof materials for carrying out related activities.

Article 5 Registration Acceptance

Yearly acceptance and centralized registration.

（1） Acceptance and initial verification: the applicant shall fill in the application form and other materials according to the registration conditions in the Measures, and the operation department shall be responsible for the acceptance and initial verification of the materials.

（2） On site verification: The operating department shall organize on-site verification of the application units that have passed the preliminary review.

（3） Review at the meeting: Report the review situation to the member unit meeting of the offshore base work coordination group for review.

（4） Publication: After approval, the Office of the Offshore Base Work Coordination Group (Pudong New Area Science and Technology Commission) will be entrusted to publish the document and publish it on the official website.

Article 6 Work Requirements

（1） After the announcement, we will list the "China (Shanghai) Pilot Free Trade Zone Overseas Talent Offshore Innovation and Entrepreneurship Base Cooperation Space" and participate in the construction of the offshore base.

（2） Carry out overseas innovation and entrepreneurship projects (talents) introduction and landing services in the name of cooperation space, and assist offshore bases in establishing overseas cooperation channels.

（3） Hold docking and exchange activities in the name of cooperative space both domestically and internationally, and promote relevant policies.

（4） Provide offshore innovation and entrepreneurship incubation services, and establish a service system with its own characteristics.

（5） Regularly submit innovation and entrepreneurship data, cooperate with base research, provide feedback on relevant issues, and provide opinions and suggestions.

Article 7 Supervision, Evaluation and Credit Management

（1） The cooperative space must be responsible for the authenticity of the materials and data it submits. If it is found that the application materials are fraudulent, its qualification will be cancelled and the application will not be accepted within two years.

（2） If there is a change in the name of the registered cooperative space or a significant change in the operating site, a change application must be submitted to the registration department within one month. After review and on-site verification, those that meet the requirements will be updated and registered.

（3） Various activities and promotions carried out in the name of an offshore base in the cooperative space must be reported in advance.

（4） The operation department conducts monthly tracking and annual evaluation of the cooperation space. If the annual evaluation is qualified, corresponding policy incentives will be given, and if the evaluation is not qualified, corrective measures will be taken. The disqualification of the cooperative space will be cancelled if it fails the evaluation for two consecutive years, and it will be announced on the official website.

Article 8 Application Interpretation and Implementation Date

The Office of the Coordination Group for the Overseas Talent Offshore Innovation and Entrepreneurship Base Work in the China (Shanghai) Pilot Free Trade Zone is responsible for the explanation, which will be implemented from April 1, 2023, and is valid until December 31, 2025.

The China (Shanghai) Pilot Free Trade Zone Overseas Talent Offshore Innovation and Entrepreneurship Base is an international comprehensive entrepreneurship platform designed for overseas talents, registered within the zone, operated both domestically and internationally. It is built on a low-cost, convenient, all factor, open, and well-equipped spatial carrier, and has functions such as talent introduction, entrepreneurship incubation, and professional service guarantee.

According to the relevant rules of the "Management Measures for the Haizhi Plan Base of the China Association for Science and Technology (Trial)", the China (Shanghai) Pilot Free Trade Zone Overseas Talent Offshore Innovation and Entrepreneurship Base has been renamed as the National Overseas Talent Offshore Innovation and Entrepreneurship Base (China (Shanghai) Pilot Free Trade Zone), with a validity period from March 2023 to February 2026.
