Guidelines for the Construction of Science and Technology Innovation Think Tanks in Hebei Province
In order to deeply implement the innovation driven development strategy, establish and improve the provincial scientific and technological innovation decision-making consultation mechanism, guide and standardize the construction and development of high-level scientific and technological innovation think tanks, in accordance with the spirit of laws and documents such as the "Science and Technology Progress Law of the People's Republic of China" and the "14th Five Year Plan" for scientific and technological innovation in Hebei Province, this work guide is hereby formulated.
1、 Construction objectives
Deeply implementing the spirit of the 20th National Congress of the Communist Party of China, with the mission of serving the major decisions of the provincial party committee and government on scientific and technological innovation, focusing on the overall and forward-looking issues of the province's scientific and technological innovation development, coordinating high-end intellectual resources such as higher education institutions, research institutes, and new think tanks, and building a group of scientific and technological innovation think tanks with strong research strength, stable and reasonable talent teams, and distinct professional characteristics, Cultivate a group of high-level scientific and technological innovation decision-making consulting teams, form a batch of high-quality scientific and technological strategic research results, and provide intellectual support and decision-making consulting for major scientific and technological innovation decisions in the province.
2、 Key Tasks
The Hebei Provincial Science and Technology Innovation Think Tank (hereinafter referred to as the Science and Technology Think Tank) undertakes the following key tasks.
（1）Service scientific decision-making. Focusing on the decision-making needs and innovation driven development needs of the provincial party committee and government, organizing and carrying out high-level soft science research around their own research fields and research directions, and providing 5 or more high-quality research consulting reports to the provincial science and technology department every year according to the needs of the provincial science and technology management reform. Continuously track the development trends of one's own research field and regularly submit dynamic information, publish research papers, and strive to obtain approval from leaders at or above the provincial level or be adopted and applied by party and government departments at or above the provincial level.
（2） Cultivate a talent team. Carry out talent team construction at a high starting point and high standard, train academic leaders and young and middle-aged academic backbones, actively introduce high-end think tank experts, and create a soft science research team with prominent specialties, distinctive characteristics, reasonable structure, and stable collaboration.
（3） Enhance research capabilities. Promote the innovation and application of soft science research methods, and constantly improve the academic level of science and technology think tanks. Regularly or irregularly organize academic exchanges at home and abroad to gather interdisciplinary, interdisciplinary and cross industry soft science research resources. Strengthen the construction of databases and databases, and share data and research results with relevant departments and units such as the government and industry.
（4） Undertake emergency tasks. Undertake special research projects assigned by the Provincial Party Committee, Provincial Government, and relevant departments, or temporary and urgent special research tasks entrusted by the Provincial Department of Science and Technology.
3、 Recognition standards and procedures
（1） Recognition criteria
Technology think tanks should meet the following conditions:
- Regarding the construction unit. The construction units of science and technology think tanks should be higher education institutions, research institutes, enterprises, social organizations, and new research and development institutions with independent legal personality established, registered, and registered in Hebei Province; Capable of providing places, funds, personnel, and other guarantee conditions for the stable operation of technology think tanks; The construction unit has a good reputation and meets the requirements of scientific integrity management and research ethics.
- Clear research direction.Science and technology think tanks, based on their own reality and characteristics, establish research directions in a certain field around the province's science and technology innovation strategy and planning, as well as the development of science and technology innovation, and continue to carry out professional characteristic research. In principle, the Provincial Department of Science and Technology only plans to build a unique science and technology think tank in a research field.
- Strong research ability. Science and technology think tanks have influential leaders and young and middle-aged academic backbone.They have long-term and stable cooperation with high-level think tanks at home and abroad, and have leading advantages in professional research fields. They have the ability to cooperate with the provincial party committee, provincial government, and relevant departments to carry out forward-looking, global, and emergency decision-making research. The number of research teams shall not be less than 10, and all of them shall have intermediate or higher professional titles or master's degrees or above. The proportion of in-service personnel in the construction unit shall not be less than 50%, and the person in charge shall be the in-service personnel of the construction unit. The same researcher shall not serve as the person in charge of two or more scientific and technological think tanks at the same time.
- Significant research results. The head of a science and technology think tank has led research projects on science and technology strategic decision-making at or above the provincial level in the field of professional research.The responsible person or member has undertaken or participated in the research or drafting of relevant national or provincial laws and regulations, strategic plans, and policy documents in the past three years. The research results have been approved by leaders at or above the provincial level, or have been adopted and applied by party and government departments at or above the provincial level.
（2） Identification Procedure
Units that meet the recognition standards shall be recommended and applied for by the centralized management unit according to the notification requirements of the Provincial Department of Science and Technology. After qualification review, expert evaluation, conference research, and social publicity, the Provincial Department of Science and Technology shall release a list of science and technology think tanks to support the construction.
4、 Operations Management
（1） Clarify the responsibilities of all parties
- The Provincial Department of Science and Technology is the management department of science and technology think tanks, responsible for the application, recognition, regular evaluation, and dynamic management of science and technology think tanks throughout the province, and supporting and guiding the construction and operation of think tanks.
- The centralized management department should support the construction and development of science and technology think tanks, guide the operation and management of the base, and cooperate with the Provincial Department of Science and Technology to do relevant work well.
- The construction unit of science and technology think tanks is the responsible entity for the construction of science and technology think tanks, ensuring that all activities carried out by science and technology think tanks comply with the Party's line, guidelines, and policies, and comply with relevant national laws and regulations; Strengthen the integrity management of scientific research; Strengthen the management and supervision of the use of funds for the construction of science and technology think tanks; Timely report major issues that arise during the construction and operation of technology think tanks; Accept guidance and inspection from the Provincial Department of Science and Technology and the centralized management department, and cooperate in carrying out supervision and evaluation work.
- The person in charge of a technology think tank is responsible for overseeing the implementation of various construction and research tasks of the think tank, and implementing the person in charge responsibility system for the daily operation and management of the technology think tank.
（2） Implementing dynamic management
- The Provincial Department of Science and Technology implements a management mechanism of "annual dynamic evaluation and three-year performance evaluation" for science and technology think tanks.
Science and technology think tanks should submit the previous year's construction and operation report to the Provincial Department of Science and Technology before February 1st each year, which mainly includes: project completion status, completion status of assigned tasks, team building status, and application status of achievements. Science and technology think tanks that fail the annual evaluation may be subject to measures such as rectification, withdrawal, and delisting by the Provincial Department of Science and Technology.
The Provincial Department of Science and Technology organizes a performance evaluation of science and technology think tanks that have completed their three-year construction period, and the evaluation results are divided into three levels: excellent, qualified, and unqualified. Those with excellent evaluation results can directly obtain the qualification to enter the new round of construction; Those with a qualified level can participate in the next round of qualification recognition; If the level is unqualified, the construction unit and team leader shall not be recognized as the head of a science and technology think tank within 3 years (including 3 years). Those who do not receive the evaluation on time shall be deemed as unqualified.
- Technology think tanks shall be directly withdrawn or delisted in the following situations: ① serious political bias issues in research results; ② The research results exhibit misconduct such as falsification, plagiarism, etc.; ③ The use of funds seriously violates financial regulations; ④ The head and core members of the technology think tank have undergone significant changes and do not have the ability to continue completing the research tasks of the technology think tank; ⑤ Having a perfunctory attitude towards the entrusted work and not accepting annual dynamic evaluations and three-year performance evaluations on schedule; ⑥ Violation of research integrity management and ethical requirements.
5、 Supporting measures
- The Provincial Department of Science and Technology supports the research projects of science and technology think tanks on a selective basis, which are included in the special management of provincial soft science research, and the project funds are managed and used under the "lump sum system". On the basis of commitment to abide by the ethical and ethical requirements of scientific research, academic conduct, and integrity, and the full use of funds related to the research work of this project, we independently decide on the use of project funds.
- Scientific and technological think tanks that receive financial support should have standardized signatures for their research results. All officially published research results (including phased results) must be prominently marked with "Results of Hebei Provincial Science and Technology Think Tank". Achievements not marked according to the above requirements will not be recognized as achievements of science and technology think tanks. The Provincial Department of Science and Technology will promote and publicize the research results of various science and technology think tanks, provide them to relevant government decision-making departments, and promote the transformation and application of research results.
This work guide shall come into effect from the date of its publication.
