At today's Shanghai Innovation and Entrepreneurship Youth 50 Forum, Cao Yuanfeng, Executive Vice Minister of the Organization Department of the Municipal Party Committee and Executive Vice Director of the Talent Office of the Municipal Party Committee, introduced Shanghai's talent policies around youth innovation and entrepreneurship to young talents on site.
Cao Yuanfeng said that Shanghai's construction of a high-level talent highland has a good foundation and advantages in internationalization, high-end, institutionalization, and marketization. At present, the total number of talent resources in Shanghai has reached 6.75 million, of which the scale of overseas talents has continued to grow, and 394000 work permits have been issued to foreigners. More than 270000 overseas students have come to Shanghai to work and start businesses, ranking first in China.
Cao Yuanfeng said that in recent years, Shanghai has focused on optimizing talent settlement policies, further improving the openness and concentration of young talents.
One is to optimize the policy of direct settlement for international students. Those who study abroad and obtain a bachelor's degree or above can directly settle down in Shanghai within two years after returning to China and continue to work in Shanghai. They can meet the corresponding insurance and tax payment requirements based on their school ranking. Graduates from the top 100 universities in the world can apply to settle down in Shanghai after working full-time for 6 months, and the limit on social security payment base will be lifted. Among them, those from the top 50 universities can directly apply for registration after working full-time in Shanghai. Preferential treatment will also be given to overseas students and their teams hired by key employers who have obtained a bachelor's degree or above in science, technology, engineering, mathematics, and other urgently needed majors, as well as those who have patents, scientific research achievements, and proprietary technology to establish enterprises in Shanghai. The limit on social security payment base will be lifted.
The second is to optimize the policy of directly settling in for college graduates. For PhDs, any PhD introduced by employers, whether fresh or previous, whether domestic or foreign, can directly settle in. For master's degree students, those who graduate from Shanghai universities and those who are "Double First Class" in China can directly settle down if they meet the basic conditions. For undergraduate students, graduates from some "Double First Class" universities such as Peking University, Tsinghua University, Fudan University, Jiaotong University, Tongji University, and China Normal University can directly settle down throughout the city; All 15 fresh undergraduate graduates from Shanghai's "Double First Class" construction universities are eligible to settle in five new cities and key areas for north-south transformation, and meet the basic application requirements.
The third is to optimize the policy of directly settling young talents. We will focus on the introduction of outstanding talents in integrated circuit, artificial intelligence, biomedicine, advanced manufacturing, high-end services, online new economy, New Infrastructure, cultural creativity and other industries. Talents working in key areas such as the Lingang New Area, Zhangjiang Science City, and the Five New Cities can also enjoy policies such as shortening the duration of household transfer.
