We have received your “Recommendation on Strengthening the Introduction of Talents Studying Abroad in Hebei Province”. We hereby reply to you as follows:

The CPC Hebei Provincial Committee and the Hebei Provincial People’s Government attach great importance to the introduction of talents studying abroad, continue to improve relevant mechanisms, and continuously intensify efforts to introduce talents studying abroad.

  1. I. Improvingthe mechanism for introducing talents studying abroad

Continuing to deepen reform of the personnel management systems and mechanisms. In recent years, the Organization Department of the CPC Hebei Provincial Committee has aligned itself closely with Hebei's development reality and changes in the international situation, formulated and issued the Implementation Opinions on Strengthening the Work of Bringing in Foreign Talents under the New Situation, and Several Policies and Measures on Further Strengthening the Introduction of High-level Talents, regulated the priorities of introducing foreign talents, the establishment of the platform for the introduction of foreign talents and intellectual resources, foreign talent management and services, and institutional mechanism guarantees, and set up the innovation and entrepreneurship fund for supporting foreign talents to pursue entrepreneurship and innovation in Hebei Province. In addition, it has further implemented more flexible and attractive talent policies, defined the specific targets in the scope of introducing overseas talents, had “no ceiling” on funding for scientific research, set separate land indicators for the implementation of talent projects, and open up “green channels” in terms of professional titles, housing, social security, medical treatment, and education, etc.

  1. II. Working hard to cultivate the introduced talents studyingabroad

In the past five years, Hebei Province has recommended 5 high-level professionals returning from overseas to the Ministry of Human Resources and Social Security of the People's Republic of China and funded them through selection, and initiated 8 Support Plans for Overseas Students to Return and Start Businesses; accredited and selected 63 provincially accredited experts; and funded 452 returned overseas students through the Hebei Provincial High-level Talent Program. The guiding and exemplary role of high-level talents has increased significantly. For the purpose of intensifying the efforts of enterprises in Hebei Province to introduce overseas professionals and focusing on the needs of enterprises for attracting and using talents, Hebei Provincial Department of Science and Technology has initiated and implemented the programs for bringing in overseas talents, including the “Program for the Introduction of Overseas Engineers”, the Program for the Introduction of “100 Foreign Experts”, the “Provincial Program for the Introduction of Foreign Talents and Intellectual Resources”, and “Foreign Academician (Nobel Prize) Workstations”, and supported and encouraged enterprises and public institutions in Hebei Province to introduce high-level overseas talents or professionals to Hebei Province to carry out scientific and technological innovation, to tackle tough problems in research, to apply scientific and technological advances, and to cultivate talents. After organizing experts to accredit the foreign experts, Hebei Provincial Financial Department would provide a certain amount of financial support to foreign experts hired by the employers, intensifying the efforts to bring in and make good use of foreign talents.

  1. Ensuringthe success of theevents for bringing in foreign talents and intellectual resources

By organizing the “High-level Talent Meeting of Hebei Province China” University Tour Event and the “Hebei Coastal Economic Belt High-level Talent Exchange Conference”, the Organization Department of the CPC Hebei Provincial Committee and the Hebei Provincial Department of Human Resources and Social Security have invited experts from home and abroad to conduct exchanges and establish contacts, and set up the exchange platform for enterprises and public institutions to introduce talents studying abroad. By going overseas to carry out special international talent exchange activities, Hebei Provincial Department of Science and Technology has facilitated the contacts between enterprises and public institutions in Hebei Province and foreign (overseas) high-tech enterprises, institutions of higher learning, research institutes, and medical institutions, thus widening the channels for international talent exchange and cooperation.

  1. Creating a favorable environment for bringing in overseas talents

The Interim Measures of Hebei Province on Implementing the Yanzhao Talent Service Card System has been issued to further provide a better service environment for attracting talents to work in Hebei Province. In order to increase support and care for talents, the system for leading officials to maintain direct contact with experts and talents and the honor incentive system for talents have been implemented. In recognition of the contributions made by returned overseas students to Hebei's economic and social development, since 2018, a total of 20 outstanding returned overseas students have been commended by Hebei Provincial People’s Government.

Next, we will closely focus on the decisions and plans of the CPC Hebei Provincial Committee and the Hebei Provincial People’s Government, and place great emphasis on work in the following three areas: The first is to improve the overseas talent introduction mechanism. We will focus on bringing in talents that are urgently needed, and formulate the policy for attracting talents on the principle of “one enterprise, one policy”, with an emphasis on bringing in highly educated, professionally competent, cutting-edge, and urgently needed personnel in strategic emerging industries. We will implement the “Program for the Introduction of Overseas Engineers”, and accredit a group of foreign academician (Nobel Prize) workstations. We will promote the construction of the innovative platforms for bringing in foreign talents and intellectual resources, such as the offshore innovation and entrepreneurship base for overseas talents. We will accredit and support some international science and technology cooperation bases, and implement the plans for international talent exchange activities. The second is to widen the channels for the introduction of overseas talents. We will work with relevant departments to ensure the success of organizing the high-level talent introduction and exchange conference in Hebei Province, China, and further improve the work at overseas branch venues. We will give full play to the advantageous role of the Western Returned Scholars Association, and support Langfang City to host the Innovation and Entrepreneurship Competition of the Western Returned Scholars Association in the Langfang Division. We will organize activities such as “Overseas Chinese Hometown (Hebei) Tour”. By establishing the channels for talents studying abroad, we will vigorously introduce high-level overseas talents, and contribute to the return of overseas talents. The third is to optimize the environment for overseas talent development. We will comprehensively promote the implementation of the Yanzhao Talent Service Card System, actively commend outstanding overseas returnees, specify and expand service functions, service programs, and service content, etc., and enhance the talents’ senses of fulfillment, honor and pride. We will improve the work systems, thoroughly carry out key projects to make Hebei a pool attracting talents and create favorable environment for talents, make vigorous efforts to fund the introduction of students studying abroad, create a working mechanism atmosphere for each city to focus on talent development, set up the “Hebei Talent Service Platform”, refine service functions, implement online processing of related work, continue to build a talent service brand, and create a favorable talent environment conducive to the career development of returned overseas talents, for the purpose of providing strong talent support  for accelerating the construction of an economically strong and beautiful Hebei Province.
