The 21st China International Talent Exchange Conference was held in Shenzhen from April 15th to 16th, 2023.
The China International Talent Exchange Conference is hosted by the Ministry of Science and Technology of China and the Shenzhen Municipal People's Government. It is a national, international, and comprehensive exhibition and negotiation event for international scientific and technological innovation and talent exchange in China.
The theme of this conference is "promoting technological innovation, seeking common development, and benefiting global talents". 60 forums and activities were held, attracting 948 professional institutions and organizations from 28 countries and regions, as well as nearly 10000 government representatives, experts, scholars, and high-end talents from both domestic and foreign countries.
At the sub forum of the conference, He Zhigang, Director of the Jiying International Education Cooperation Center, delivered a keynote speech.
In order to actively implement the internationalization of scientific and technological innovation and the strategic deployment of "going out and introducing" in Hebei Province, and achieve the leapfrog development of scientific research talent cultivation in Hebei Province, in 2021, under the personal guidance of the Hebei Provincial Department of Science and Technology (Provincial Bureau of Foreign Affairs), the "Hebei UK International Education Cooperation Center" was established in the UK, and the "International Medical Cooperation Innovation Center" was established in Canada Establish the "Overseas International High tech Enterprise R&D Center" in Russia.
The Jiying International Education Cooperation Center is registered in Newcastle, UK, with the mission of "learning from the international community and using it in Hebei". It actively expands overseas cooperation, exchange, and training channels, and through dynamic connections with various educational innovation entities such as overseas higher education institutions, cultural and educational institutions, and research institutes, it creates a platform for gathering international innovation resources and an overseas support point for integrating into the global innovation network.
At present, the Jiying International Education Cooperation Center's branch in the UK is centered in London, and is responsible for business in the southern England and Wales regions; Newcastle and Durham serve as training bases, while also responsible for business operations in northern England; The Glasgow office covers business in Scotland and Northern Ireland.
Since the establishment of the center, 66 foreign experts of various types have been introduced, of which 48 are reserve experts and scholars in the Hebei and Zhejiang Huancai Talent Introduction Database; Successfully docked 13 projects with 40 experts for the China Russia Science and Technology Innovation Year (Hebei) Science and Technology Achievements Matchmaking Conference and the Hundred High end Foreign Experts Technology Achievements Promotion Conference; Successfully connected 14 overseas high-end experts and 8 high-quality projects for higher education institutions and enterprises in Hebei Province.
As a leading figure in the internationalization of teaching and research that began serving domestic universities and research institutes in the late 1990s, Director He Zhigang and his team have long been in contact with world-renowned universities, including the University of Newcastle in the UK. International training cooperation has been ongoing for 20 years, involving multiple fields such as artificial intelligence, education, engineering, medicine, and future technology project research, Establish long-term connections with 16 universities and 3 teaching hospitals in China.
Among them, the UK "Smart Healthcare" innovation training project, the Jiangxi Shenzhou Liuhe Helicopter Co., Ltd. UK Helicopter International Frontier Technology Project, the North Talent Research Institute High end Equipment Electromechanical Integration Design Technology Training Project, the UK Intelligent Manufacturing Project, and the Hebei Zhuoyue Talent Family Medicine International Frontier Diagnosis and Treatment Technology Project have achieved good results, and have received high attention from relevant domestic regulatory departments.

In addition, Director He and Newcastle University have made positive progress in cultivating high-end talents. In the past three years, 11 online teaching projects have been held, including PBL (Problem Oriented Teaching Method) specialized training courses at Hebei Medical University, leadership training projects at China National Weapon Group, and system engineering and system planning technology training projects at Northern Laser Research Institute Co., Ltd., and 86 business backbones have been trained.
In addition to the forum, the Jiying International Education Cooperation Center also serves as an exhibitor at the China International Talent Exchange Conference.
