In 2021, Wuhu City, Anhui Province, fully implemented the innovation-driven development strategy, accelerated the construction and improvement of the system of scientific and technological innovation breakthroughs, strengthened the strategic scientific and technological strength, and promoted the construction of the national independent innovation demonstration zone to make positive progress.
First, we will improve the innovation system. Key Points for the Construction of Wuhu National Independent Innovation Demonstration Zone in 2021 were issued to fulfill responsibilities and clarify tasks; Several Policies on Accelerating the Construction of Wuhu National Independent Innovation Demonstration Zone were revised, and 15.46 million yuan of municipal award and subsidy funds were realized in the previous year. We strengthened supervision and implementation, and included the construction of national innovation demonstration zones in the annual key reform supervision tasks of the Municipal Committee for Deepening Overall Reform.
Second, we will foster innovators. We will launch a three-year plan to double the number of new - and high-technology enterprises, and fully implement preferential tax policies, additional deductions for R&D expenses, and technology transfer to reduce the costs of R&D and innovation activities for enterprises. Since the implementation of the plan, there have been 240 new high-tech enterprises, 305 national small and medium-sized enterprises of science and technology in the city, and 98 enterprises in the stock "Young Eagle" cultivation program. From January to November, the city's high-tech industrial output value accounts for 15.4% of the province.
Third, we will build platforms for innovation. High-standard planning and layout of innovation incubation parks such as Mengxi Science and Innovation Corridor and Bay Valley Science and Technology Park, the construction of two state-level science and technology business incubators, three provincial-level science and technology business incubators and maker Spaces, one approved provincial technology innovation center, and seven new research and development institutions. The municipal industrial innovation Center was established, the performance assessment of 45 municipal key R&D innovation platforms was strengthened, and 337 million yuan of awards and subsidies were allocated, while 3.8 billion yuan was invested in leveraging platform R&D.
Fourth, we will stimulate innovation. The total investment in research and development reached 12.528 billion yuan, accounting for 3.34% of GDP, ranking the second place in the province. It organized the implementation of 173 municipal science and technology plan projects, supported by 40.195 million yuan, and won 147 national and provincial science and technology projects with 212 million yuan of capital. The first "Wisdom Gathering Zhongjiang" Science and Technology Innovation and Entrepreneurship Competition for College Students was held, attracting 363 entries from 9 universities.
