On the one hand, strengthen external empowerment. Fourth, we will carry out the action to shape the ecology of first-class talents. Talent ecology is the key to attract talents, retain talents and make good use of talents. In the future, Shandong will put this work in a more prominent position. First, we will strengthen support for innovation and entrepreneurship. We will encourage provincial universities and research institutes to set up internal institutions for technology transfer, and accelerate the construction of provincial technology brokers, so as to smooth the communication between talents, technology and market. Enrich and optimize talent financial products such as "talent investment", "talent loan", "talent insurance" and "talent board", and provide a full cycle service from project incubation, to fund raising, and then to listing. Second, we need to do "key things" for talent. We will carry out the housing project for talented people, and further increase the current supply capacity of 230,000 housing units. Construction of an online "one-stop" talent service platform, sorting out and packaging various policies and convenient service matters, for talents "accurate portrait", directional matching.
