Target audience for introduction

"Giant" refers to high growth technology-based enterprises, high-tech enterprises, or research and development institutions that are mainly supported by innovation and entrepreneurship teams, organized and managed by core leading talents of the team, and a large number of technical management talents gathered together. During the 12th Five Year Plan period, we will cultivate and introduce around 100 innovative and entrepreneurial leaders, and build around 100 innovative and entrepreneurial teams (referred to as the "Giant Plan") under the cohesion of these leaders.

(1) Fiscal and tax support measures. The provincial finance will provide 2 million yuan in innovation and entrepreneurship support funds. Local fiscal revenue generated from income tax within three years will be rewarded in a certain proportion according to the situation. For individuals with an annual salary of over 100000 yuan, the local fiscal revenue generated from their personal income tax shall be rewarded to the individual within three years.

(2) Leading talents have full autonomy in employment and project funding, purchasing instruments and equipment, consumables and reagents, and conducting academic exchange activities.

(4) Provide key support in project approval, funding support, and achievement transformation.

(5) Implement housing and medical related benefits.
