The policy of introducing high-level talents from overseas - the "Hundred Talents Plan"

Target audience for introduction

We will focus on introducing innovative and entrepreneurial talents who are urgently needed in the key technological fields, professional disciplines, and strategic support industries in our province. Starting from 2010, within 5-10 years, we will support and introduce around 100 overseas high-level talents who can break through key technologies, drive emerging industries, and develop high-tech. They will be selected for the "Hundred Talents Plan" for overseas high-level talents.

Declaration standards

The applicant should be a non Chinese foreign expert and generally obtain a doctoral degree from a high-level overseas university. The age should not exceed 65 years old and meet one of the following conditions:

(1) Expert scholars who have held positions equivalent to professors and researchers in renowned universities and research institutes abroad.

(2) Professional technical personnel and management personnel who have held intermediate and senior positions in internationally renowned enterprises and financial institutions.

(3) Entrepreneurs who possess independent intellectual property rights or possess core technologies, have experience in independent entrepreneurship abroad, and are familiar with relevant industrial fields and international rules.

(4) Hebei Province urgently needs other high-level innovative and entrepreneurial talents that are in short supply.

For high-end foreign experts that Hebei Province needs to introduce, restrictions such as age, degree, or work experience can be appropriately relaxed.

Enjoy benefits

(1) Increase funding efforts. The introduction of high-level overseas talents will receive a subsidy of 1 million yuan per person from the provincial finance department.

(2) Reasonably determine salary. Implement an agreement salary system for the introduction of high-level overseas talents, without being limited by the total salary and research funding costs of the unit. Middle - and long-term incentive measures such as options, equity, and corporate annuities can be implemented for overseas high-level talents who have made outstanding contributions.

(3) Provide convenience for entry, exit, and residence.

(4) Provide social security.

(5) Timely resolution of housing issues. For overseas high-level talents who purchase self use commodity housing, the employer can provide a certain amount of housing subsidy; For those who have not purchased self use commodity housing, the employer must provide them with a temporary turnover housing or corresponding rental subsidies.
