Baiyangdian Lake is the only large lake in the North China Plain, known as the "kidney of North China". Since the middle of the 17th century, the general trend has been that the water area has gradually shrunk and the water quality has continued to decline. At present, the ecological water use of the lake is mainly maintained by water diversion projects such as diverting water from the Yellow River to Jidian Lake, passing through the government to the lake, and diverting water from the south to the north. In the mid-1970s, Germany began to demolish concrete channelized rivers nationwide, restoring them to a nearly natural state, and achieving significant ecological results. Drawing on urban water system planning concepts such as "multi natural rivers", "healthy working rivers", and "dynamic river management" in Europe and America, in order to restore the self restoration function of the Baiyangdian ecosystem as soon as possible. The ecological environment control concept and method in Germany's urban planning legal plan are of great significance for the construction of the "water city integrated urban space" in Xiong'an New Area. For example, the renovation and utilization of the Seine River waterfront space in Paris and the Rhone River in Lyon are all "international successful experiences" worth learning from. On the basis of deeply summarizing the historical experience of Haihe River Basin governance and Haihe River water transportation, it is necessary to actively learn from the theory and practice of modern canal development and utilization in European countries, as well as the successful experience of using inland waterway shipping to create a "blue engine" for sustainable development.
