Recently, Guangzhou Nansha Development Zone (Nansha Area of Free Trade Zone) was approved to set up a national offshore innovation and entrepreneurship base for overseas talents. The relevant person in charge of Talent Development Bureau of Nansha Development Zone said that it will strive to build high-quality offshore innovation ecosystem around the base, and build the base into an important platform carrier for overseas talent introduction, technology introduction, innovation and entrepreneurship project incubation, and scientific and technological achievements transformation of Nansha.

Construction of offshore innovation and entrepreneurship base for overseas talents is the task requirement of building international talent Special Zone in Nansha. According to the introduction, the national offshore innovation and entrepreneurship base for overseas talents is a new mechanism for China Association for Science and Technology to explore "flexible talent introduction" and a new measure for overseas talents to "seek not to own, but to use, not to work, but to do". Research teams and scientific and technological personnel do not need to work directly in China, so as to realize the transformation of achievements in China.

At the same time, the offshore innovation and entrepreneurship base of overseas talents also has two-way service function, which can help high-tech enterprises in Nansha Area to open up overseas markets and better "go out".
According to the plan, Nansha National Offshore Innovation and Entrepreneurship Base for Overseas Talents will follow the construction idea of "government guidance and market operation" and adopt the multi-party operation mode of "government + operating institution + cooperation network".

The base will rely on offshore incubation space and industrial park with South China Technology Transfer Center as the core, Through the implementation of offshore base policy reform and innovation project, offshore base service system construction project, overseas station channel expansion and laying project, international first-class intelligent environment construction project, offshore base incubation space construction project, offshore base online platform construction project, etc. To provide policy support, scientific research facilities, convenient transportation, high-quality environment and other support for project teams and talents who are offshore or come to Nansha of Guangzhou to carry out innovation and entrepreneurship activities, help Nansha fully connect with overseas talent innovation resources, and promote a batch of scientific and technological achievements to be incubated offshore in Nansha.

At the same time, in order to accelerate the development of the base, Nansha will issue supporting policies for the national offshore innovation and entrepreneurship base for overseas talents, and strive to build Nansha Guangzhou into an overseas innovation resource gathering place and overseas talent innovation and entrepreneurship demonstration base with international influence and competitiveness by 2026.

Nansha also actively provides comprehensive services for talents to ensure the continuous optimization of the talent innovation and entrepreneurship ecosystem. It takes the lead in exploring the pilot project of building a "smart environment", setting up the first one-stop service window for International talents in the country, and setting up the Greater Bay Area (Guangdong) International talent Station to provide tailored services for talents, so as to ensure a more fertile soil for talents to realize their dreams in Nansha. At the same time, Nansha has also established a complete talent housing guarantee system of "joint property house + talent apartment + housing subsidy" and other guarantee measures, such as the issuance of three-level talent card service guarantee at provincial and municipal levels, so as to remove the "worry" of talents' innovation and entrepreneurship in Nansha.
