Problems to be solved and expected objectives in the project 1 The problems to be solved in the project revolve around the core issue of "innovation and breakthrough in the water system planning concept of Xiong'an New Area" based on the "international successful experience". It is proposed to solve the following four problems: Question 1: How can the new area "learn from the international successful experience" to restore the self-repairing function of the Baiyangdian ecosystem? Baiyangdian Lake is the only large lake in the North China Plain, known as the "kidney of North China". Since the middle of the 17th century, the general trend has been that the water area has gradually shrunk and the water quality has continued to decline. At present, the ecological water use of the lake is mainly maintained by water diversion projects such as diverting water from the Yellow River to Jidian Lake, passing through the government to the lake, and diverting water from the south to the north. In the mid-1970s, Germany began to demolish the concrete channelized river channels nationwide, restoring the river to a state close to nature, and achieving remarkable ecological results. Learn from the urban water system planning concepts of "multiple natural rivers", "healthy working rivers" and "dynamic river management" in Europe and America, with a view to restoring the self-repairing function of Baiyangdian ecosystem as soon as possible. Question 2: How can the New Area "learn from international successful experience" and build a beautiful home with "water show"? Due to the late start of China's modernization process and the shortcomings of "latecomer and exogenous", how to solve the human-water contradiction in the process of regional modernization and urban modernization requires "extensive absorption and reference of the world's outstanding urban design achievements", including the theory of ecosystem, the concept of sustainable development, etc., especially the scientific interpretation of the life characteristics when water exists in different forms such as rivers and lakes, And their water system planning concept of respecting river life formed on the basis of scientific interpretation. Germany is recognized as an advanced environmental country in the world, and its construction planning is the inheritor of the world's earliest zoning law. The concept and method of ecological environment control in the statutory plan of German urban planning is of great significance for the construction of "urban space with water and city integration" in Xiong'an New Area; Another example is the renovation and utilization of the Seine River waterfront space in Paris and the Rhone River in Lyon, which are all "international successful experiences" worthy of reference. Question 3: How can the New Area "learn from international successful experience" to effectively alleviate Beijing's "big city disease"? While exploring the causes and historical laws of the rise and fall of the water system network in the Beijing-Tianjin-Hong River, such as the Yongding River, the Daqing River, the Grand Canal, etc., it is also necessary to learn from the planning concepts and management models of the relationship between cities and rivers in the Rhine River basin of six countries in Europe, including Switzerland, Germany, and France, to build the ecological corridor connecting the "Taihang Mountains - Bohai Bay" and the "Jingnan Ecological Green Wedge - Juma River - Baiyangdian Lake", and form the ecological corridor linking mountains to the sea The regional ecological security pattern with the integration of north and south. Question 4: How to "learn from international successful experience" and play the leading role of the water system in the new area in solving the water problems in Beijing-Tianjin-Hebei region? On the basis of deeply summarizing the historical experience of the Haihe River basin governance and the Haihe River water transport, we should also actively learn from the theory and practice of the development and utilization of modern canals in European countries, and the successful experience of building a "blue engine" of sustainable development by using inland river shipping. Through projects such as diverting the Yellow River into the lake, crossing the Fuji Lake, and transferring water from the south to the north, we should moderately restore the "river-sea intermodal transport" of the Daqing River, the main stream of the Haihe River, and the Bohai Bay, so as to achieve the "win-win" of economy and ecology, And positive interaction with social culture. 2. The project is expected to achieve only the development concept of "adhering to openness, inclusiveness, innovation and future-oriented" to create "Xiong'an quality" and achieve the construction goal of "a high-level socialist modern city with harmonious coexistence of human and nature" in the new area. Although the urban water system planning ideas such as "urban construction into the landscape system" have been formed, there is still a gap between the scientific interpretation and application of urban ecosystem and the practice of eco-city construction and other fields in the world, so it is necessary to introduce urban modernization construction to start early, In addition, experts from Germany, France, Britain and other countries who are at the world's leading level in the concept and practice of water system planning have cooperated to complete the project.
