Chun 'an County of Hangzhou adopts the "four-step work method" to give full play to the strength of overseas Chinese, carry out the work of attracting overseas talents, stimulate the vitality of innovation, cultivate the momentum of development, and provide talents and intelligence support for the construction of the special ecological functional zone.
One is to establish a mechanism of love. We should optimize the working mechanism of leading groups, establish a quarterly meeting system for talents, fully match and strengthen the working force of talents, and specify specific leaders and personnel service liaison personnel. Guided by the "baton", it has made efforts to the key areas, included the talent work into the annual target assessment, defined the responsible departments and responsible persons, established the work list, and actively implemented the "five ones" of talent work, that is, there are organizations, teams, funds, activities and platforms. It has held 6 joint meetings, held 16 training sessions on talent work, and set up 7 working teams. We will strive to build a new pattern of personnel work, and achieve the same resonance between personnel work and economic development.
Second, smooth access to talent. Combined with the industrial development planning and policies of Chun 'an County, it focuses on promoting health care, smart health, original tourism, film and television bases, aquatic drinks and other projects, so as to do a good job in the article "attracting talents with overseas Chinese and attracting talents with emotion". We give full play to the role of overseas talent intelligence network and overseas associations, interact with well-known overseas scientists' associations and overseas Chinese in Europe and America for many times, seek a group of people who are enthusiastic about the economic and social development of their hometown, and make a matchmaking for the extensive recruitment of overseas talents, capital, projects and technologies. Up to now, it has perfected 5 policies on talent, held 3 talent promotion meetings and 3 policy consultation meetings. At the same time, do a good job in the collection, storage and custody of overseas talents data, and do a good job in the recommendation and consulting services for the introduction of talents in various units.
Third, build a recruitment platform. We will further conserve overseas Chinese affairs resources, and provide a source of fresh water for talent introduction by connecting with overseas associations, overseas Chinese and overseas Chinese businessmen. In Singapore, Japan and other places where there are relatively large numbers of overseas Chinese living in Chun 'an, I established 2 talent liaison stations and 8 talent contact points. I served as the overseas Chinese leader of Chun 'an County as the overseas "talent attraction ambassador", and made a connection for overseas Chinese groups and overseas Chinese to implement investment and property projects in their hometowns.
Fourth, the release of talent effect. By holding talent project promotion meetings, inspection and exchange meetings, and keep close contact with overseas Chinese. This year, we have successfully introduced signed projects with a total investment of 500 million yuan, and promoted 12 overseas high-level talents to Lai Chun and 4 overseas teams. Cooperated with overseas Chinese enterprises to attract talents and wisdom, and reached a total of 16 signed projects of school-enterprise cooperation, enterprise-enterprise cooperation and enterprise-village cooperation. At present, Melbourne Hangzhou Association of Australia, Hangzhou Xiaolangzhong Health Management Co., Ltd. and Chunan County Huangjing Chinese medicinal Materials Project have signed an agreement, which has become the practical experience sample of overseas talent attracting work.
