Selection scope

Selection of young and middle-aged professional and technical personnel for state-owned enterprises and institutions, non-public organizations, and units directly stationed in Hebei in our province. Engineering aims at the forefront of international and domestic science and technology, with a focus on selecting high-level young and middle-aged professional and technical talents who can lead and support the leapfrog development of major science and technology and key fields in our province.

Those selected for the "National Hundred Thousand Talents Project" and those at the first and second levels of the project will receive job subsidies from the provincial finance department in accordance with relevant regulations. During the management period, outstanding candidates for "engineering" can apply for special allowances from the State Council or provincial governments without taking up the control amount of their respective cities or departments. Candidates for "engineering" who have completed their management period can apply for special allowances from the State Council and provincial governments, and are recommended by well-known experts in their respective fields, and may not account for the control amount declared in the current year. The unit where the "engineering" candidates are located regularly arranges physical examinations, organizes academic vacations, and provides care for the spouses and children of the candidates during relocation, as well as the talent introduction policy in Hebei Province.

Funding application

(1) Funding scope: Candidates at all levels (2019-2020) within the management period of the "3-3 Talent Project" in Hebei Province, and those who have already received funding cannot be reapplied.

Focusing on the new energy, transportation, port industry, manufacturing, logistics, quality, tourism, digital Hebei, and Happy Hebei, the project is a forward-looking and targeted research project that promotes high-quality development in the province. According to the professional and technical fields, the title is self drafted. Priority is given to front-line personnel who have made outstanding contributions to rural revitalization and meet the conditions.

Funding application conditions

(1) Key funding: The applicants are generally candidates at the first level of the "3-3 Talent Project" in Hebei Province, who have made outstanding contributions to the economic and social development of our province. They have made significant inventions and creations in their professional and technical fields, and have received national awards and honors during the management period. The research level of their applied projects has reached international advanced and domestic leading levels, and their research direction is in line with the industrial development plan of our province. They have broad application prospects and strong independent innovation in project research and development talents. The subsidy amount is 100000 to 200000 yuan per project.

(2) General funding: The applicants are generally second level candidates for the "3-3 Talent Project" in Hebei Province, who have made important contributions to the high-quality development of the economy and society in our province. They have made significant inventions and creations in their professional and technical fields, and have been awarded provincial and ministerial level awards and honors during the management period. The research level of their applied projects should reach advanced levels in China, leading in the province, and have a demonstrative and driving role in improving the overall technical level of the industry. The subsidy amount is 50000 to 100000 yuan per project.

(3) Small amount of funding: The applicants are generally candidates at the third level of the "Three Three Three Talent Project" in Hebei Province, who have made certain contributions to the high-quality development of the economy and society in our province. They have inventions and creations in their professional and technical fields, and have great training prospects and development potential. During the management period, they have been awarded and honored by the municipal department level. The research level of the applied projects should reach the advanced level in the province, and they should have various project research and development talents with early reserves and achievement support in the local industry, and strong innovation. Social science projects are generally provided with small amounts of funding. The subsidy amount is between 10000 to 30000 yuan per project.
