The 2023 Hebei Province Work Conference on the Introduction of Foreign Talents and Intellectual Resources is Held in Shijiazhuang

On March 21, the 2023 Hebei Province Work Conference on the Introduction of Foreign Talents and Intellectual Resources was held in Shijiazhuang. The Conference thoroughly studied and implemented the guiding principles of the 20th CPC National Congress and the annual sessions of the NPC and CPPCC, fully implemented the guiding principles of China National Conference on Foreign Experts Affairs, systematically summarized the work on the introduction of foreign talents and intellectual resources in 2022, analyzed the current situation of the introduction of foreign talents and intellectual resources in Hebei Province, and arranged and deployed the key tasks for the introduction of foreign talents and intellectual resources in 2023. Guo Yuming, Level I Counselor of Hebei Provincial Department of Science and Technology, attended the Conference and delivered a speech entitled “Forge Ahead with Enterprise and Fortitude — Continuously Break New Ground in High-quality Development of the Work on International Exchange of Professionals”.

At the Conference, the signboards were presented to the representatives of the 2023 Foreign Academician Workstation, Workstation for Bringing in Foreign Talents and Intellectual Resources, and Outstanding Foreign Expert’s Library. Seven organizations and individuals concerned, including relevant municipal administrations of foreign experts affairs, institutions that need to bring in foreign talents and intellectual resources, workstations for bringing in foreign talents and intellectual resources, and outstanding foreign experts’ libraries, as well as the representatives of foreign experts, delivered experience-sharing speeches.

The Conference noted that in 2022, Hebei Provincial Administration of Foreign Experts Affairs consistently followed the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, focused on implementing the major development strategies of China and Hebei Province, took proactive measures, forged ahead with determination, and by means of promoting in-depth integration of introduction of foreign talents and intellectual resources with scientific and technological innovation, built the platform for foreign talents to come to Hebei, nurtured a sound policy environment, and vigorously managed and served foreign experts. Therefore, the work on the introduction of foreign talents and intellectual resources achieved new progress, presented new highlights, and made new breakthroughs. Hebei Provincial Administration of Foreign Experts Affairs won the first prize as a group commended for publicity work in the sector of the 2022 introduction of foreign talents and intellectual resources in China.

The Conference stressed that at present, China has embarked on a new journey toward fully building a modern socialist country. The 20th CPC National Congress outlined a grand blueprint for advancing the great rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization. Hebei Provincial Committee of the CPC and Hubei Provincial People’s Government are systematically planning and advancing Hebei scenarios of Chinese modernization. The sector of foreign experts affairs in Hebei Province should have an accurate grasp of current situation, fully and faithfully apply the new development philosophy on all fronts, faithfully align with Hebei Province’s strategic objectives of development, be brave in meeting new challenges, actively explore new opportunities, and unswervingly take greater steps to bring in foreign talents, so that more intellectual resources and innovative elements from around the world can take root and come into fruition in Hebei.

The Conference noted that the year 2023 is the first year to fully implement the guiding principles of the 20th CPC National Congress, and a crucial year in accelerating efforts to build our self-reliance and strength in science and technology. For accomplishing this year’s work for international exchange and cooperation of professionals, we are entrusted with lofty mission, great significance and heavy responsibilities. The sector of foreign experts affairs in Hebei Province should focus on the work arrangements of Hebei Provincial Committee of the CPC and Hubei Provincial People’s Government, free the mind and forge ahead, and at a new historical starting point and on a new journey toward making Hebei Province strong in workforce development, take an entirely new look, take new responsibilities and make new accomplishments, and provide high-quality intellectual support for accelerating the construction of an economically strong and beautiful Hebei. We must make solid efforts to carry out the following seven tasks: The first is to strengthen the entire chain work of international personnel introduction. The second is to intensify the efforts to build the platform for the introduction of foreign talents and intellectual resources. The third is to organize and implement national and provincial programs for bringing in high-caliber professionals. The fourth is to implement major programs for international exchange of professionals. The fifth is to organize and carry out the construction and management of channels for bringing in high-caliber professionals. The sixth is to continue to do a good job in managing and serving foreign experts. And the seventh is to make every effort to raise the level of publicity for the work on foreign experts affairs.

The attendees included the relevant leaders from the science and technology bureaus of the cities (including Dingzhou City and Xinji City) and Xiong'an New Area Reform and Development Bureau, directors of the administrations of foreign experts affairs, leaders of relevant sections of some provincial departments, leaders of workstations for bringing in foreign talents and intellectual resources, institutions that need to bring in foreign talents and intellectual resources, and foreign experts’ libraries, and representatives of foreign experts.
