The science and technology bureaus (administrations of foreign experts affairs) of all cities (including Dingzhou City and Xinji City), the administrative committees of high-tech development zones at the provincial level and above, as well as the educational institutions, medical institutions, research institutes, high-tech enterprises, “little giant” enterprises that apply special, sophisticated techniques to produce unique and novel products, and small and medium-sized scientific and technological enterprises in Hebei Province:
For the purpose of bringing in overseas talents, technology and projects, focusing on meeting the needs of the enterprises and public institutions in Hebei Province’s leading industries and industrial clusters with county characteristics, upholding equal emphasis on “strengthening points of weakness” and “promoting strengths-based development”, giving full play to the role of the “Hebei Global Intelligence Information” platform, and leveraging the advantages of overseas resources, now we conduct routine collection of information on the needs for overseas talents, technologies and projects by the enterprises and public institutions including the educational institutions, medical institutions, research institutes, high-tech enterprises in Hebei Province. The relevant matters are notified as follows:
- Scope of Information Collection
The enterprises and public institutions (excluding wholly foreign-owned enterprises) registered and taxed in Hebei Province, each having a separate legal personality.
- Collection Contents
(i) Needs for overseas talents
The needs for overseas talents by the enterprises and public institutions in Hebei Province that need to bring in foreign talents engaged in scientific research, management, technical problem tackling, project cooperation, quality and technical improvement, process improvement, teaching, and talent training, for the purpose of addressing the current engineering and industrial technical difficulties they encounter in production and operation management.
(ii) Needs for overseas technologies and projects
The needs for overseas technologies and projects by the enterprises and public institutions in Hebei Province that really need to bring in overseas technologies and projects, for the purpose of addressing the current engineering and industrial technical difficulties they encounter in production and operation management, which are currently difficult to be solved domestically because domestic technology is not yet mature, so it is necessary to rely on foreign (overseas) scientific and technological forces to jointly tackle key problems.
- Collection Method
This time, the collection of the information on the needs for overseas talents, technologies and projects will be carried out online by relying on the “Hebei Global Intelligence Information” (www.hbafea.com).
(i) Registration on the platform
The enterprises and public institutions that need to bring in overseas talents, technologies and projects should complete the registration on the “Hebei Global Intelligence Information”. After registration is completed, you need to fill in your qualifications. Backstage auditors will complete the review work within 24 hours. Upon the review and approval, you will obtain permission to enter the information on your needs for overseas talents, technologies and projects.
(ii) Collection method
The information on your needs for overseas talents, technologies and projects will be mainly used for external release. Relevant enterprises and public institutions should rely on the “Hebei Global Intelligence Information”, log into the "Need Release" section of the Personal Center, and complete the online application in accordance with "Information Form on the Needs for Overseas Talents" and " Information Form on the Needs for Overseas Technologies(or Projects)" (see Annexes 1 and 2). The above information on the needs for overseas talents, technologies and projects should be collected on a regular basis. All relevant enterprises and public institutions can report the information at any time, while the Administrative Office of Foreign Experts Affairs of Hebei Provincial Department of Science and Technology will release the information and conduct effective matchmaking on a regular basis.
(iii) Information synthesizing and releasing
The information on the needs for overseas talents, technologies and projects reported by the enterprises and public institutions in Hebei Province will be publicized and published globally through the “Hebei Global Intelligence Information”, and such needs will be actively matched with the resources of overseas talents, technologies and projects through existing channels such as the workstations for bringing in foreign talents and intellectual resources.
- Safeguard Measures
(i) Strengthen organizational leadership. The administrations of science and technology (foreign experts affairs) at all levels should change your working models and methods, transform your attitude from “passive” to “active”, conduct in-depth research on the frontline of enterprises, ascertain the actual needs and target numbers for bringing in foreign experts and technology projects by the enterprises and public institutions, and effectively complete all tasks.
(ii) Strengthen risk prevention and control. The administrations of foreign experts affairs at all levels should strengthen the management of the services for helping the enterprise, keep confidential of state secrets, key core enterprise technologies and intellectual property rights, and strictly prevent and control security risks. You should maintain the positive tone in guiding public opinion, strengthen the prevention and control of public opinion risks, and actively promote successful cases of bringing in foreign talents and intellectual resources.
(iii) Improve policies and measures. For overseas talents, technologies and projects that have successfully connected and cooperated with Hebei Province, they shall be given priority to applying for national and provincial programs for bringing in foreign talents and intellectual resources. The administrations of foreign experts affairs at all levels should study and formulate relevant supporting measures, make vigorous efforts to publicize and interpret relevant policies to ensure that the policies are thoroughly and effectively implemented, and enable relevant enterprises to know all preferential policies and receive appropriate benefits.
