On February 2nd, the Hebei Provincial Government held the 2022 "Yan Zhao Friendship Award" award ceremony to recognize foreign experts who have made outstanding contributions to the economic and social development of Hebei. Hebei Provincial Governor Wang Zhengpu presented medals and certificates to the award-winning expert representatives.
The "Yanzhao Friendship Award" is the highest honor award awarded by the Hebei Provincial Government to foreign experts. This time, 20 experts from 13 countries enjoyed this honor.
Before the award ceremony, the Hebei Provincial Department of Science and Technology (Provincial Bureau of Foreign Experts) held a symposium for foreign experts. Long Fenjie, Secretary of the Party Group and Director of the Hebei Provincial Department of Science and Technology, had in-depth exchanges with the award-winning experts, listened to their opinions and suggestions on the work of foreign experts in Hebei Province, and expressed that they will continue to care for the work and life of foreign experts in Hebei and solve their worries. The foreign experts present expressed great satisfaction with their work and living conditions in Hebei Province, which gave them a sense of belonging and a homelike feeling.
For foreigners living in a foreign country, seeking medical treatment, attending school for their children, finding employment for their spouses, and safeguarding their legal rights were once challenges that faced them.
Pulling back to January 2020
In January 2020, Pierre Marie Bruland, a French professor at Hebei University of Science and Technology, experienced a critical heart attack. Guo Yuming, then Deputy Secretary of the Party Group, Deputy Director of the Department of Science and Technology of Hebei Province, and Director of the Bureau of Foreign Experts Affairs, actively coordinated the rapid treatment of Hebei Provincial People's Hospital. Due to timely treatment, Professor Pier Marie Bruland was able to recover from the crisis.
In order to fundamentally solve the problems faced by foreign experts in their work and life in Hebei, such as medical treatment, children's education, spouse work, and legal rights protection, Hebei Province has pioneered a "green channel" nationwide to address the practical concerns of foreign experts.
To this end, the Department of Science and Technology of Hebei Province (Provincial Bureau of Foreign Experts Affairs) has specially formulated the "Several Provisions on Strengthening the Management and Service of Foreign Experts", proposing eight specific measures such as optimizing and innovating the management and service of foreign talents in Hebei, improving the medical security system of foreign experts, and properly addressing the concerns of foreign experts.

In June 2021,
the first "designated hospital for foreign experts to seek medical treatment" in Hebei Province was unveiled at the Second Hospital of Hebei Medical University.
Identify "designated medical institutions for foreign experts", identify "designated educational institutions for foreign expert children", open a "green channel" for the employment of foreign expert spouses, and establish a foreign-related legal processing mechanism.
