In order to further open up the service channels for talent docking between Laiwei and Huiwei, focus on the development needs of key industries, promote the construction of a talent attraction and gathering service system in a three-dimensional manner, and comprehensively improve the level of talent attraction and gathering docking services in our city. On June 22nd, the Municipal Human Resources and Social Security Bureau held a symposium on the pilot units for the construction of high-level talent relay stations in Weihai City. The conference invited the leaders of the first batch of high-level talent relay station construction pilot units in our city and the leaders of relevant district and city human resources and social security departments to participate in the symposium, exchange ideas and work plans for the next step of talent relay station construction, and promote the high-quality development of talent introduction and service work in our city. Ma Xufu, Deputy Minister of the Organization Department of the Municipal Party Committee, Secretary of the Party Group and Director of the Municipal Human Resources and Social Security Bureau, attended the meeting and delivered a speech.
The meeting pointed out that in recent years, our city has been actively exploring the establishment of a "full chain" service system for talent introduction, landing, and growth, and cultivating a talent development ecosystem. Establishing a comprehensive high-level talent service platform, creating a global talent introduction and utilization network, and organizing various forms of talent exchange activities have enhanced Weihai's international influence and magnetic attraction to domestic and foreign talents. However, in the process of talent introduction and service, there are still problems of diversified demand for talent services and insufficient participation of market forces. To this end, we are exploring and promoting the construction of high-level talent stations, gradually establishing a service network that complements and promotes the advantages of high-level talent stations, foreign expert stations, and young talent stations.
At the meeting, Director Ma Xufu put forward two opinions. On the one hand, each station unit should focus on innovation and breakthroughs. Firstly, we need to continue to carry out various forms and channels of publicity to improve the public awareness of post stations. Secondly, we should focus on our respective characteristics, advantages, and service positioning, fully leverage our initiative and resource advantages, closely align with the needs of talents from Laiwei and Huiwei to live and work in peace, and implement targeted talent recruitment and services. Thirdly, it is necessary to regularly organize various talent exchange activities, leverage their "battlefield" functions in information sharing, entrepreneurship cultivation, and life services, create a platform carrier for talent interaction and innovation and entrepreneurship services, and build the post station into a "talent home" that ties people's hearts and minds. On the other hand, it is required that all districts and cities strengthen their guarantee and implementation. One is to strengthen organizational leadership. According to the principle of territorial management, regularly schedule the progress of pilot work, assist post stations in coordinating and solving difficulties and problems encountered during the pilot process, and ensure the smooth progress of pilot work. The second is to strengthen coordination and cooperation. Collaborate with departments such as development and reform, science and technology, and industry and information technology to leverage their functional advantages, provide guidance and support for post stations, conduct performance evaluations, and continuously improve post station construction and operation mechanisms. The third is to strengthen publicity and promotion. Promote the functional positioning, application process, and service matters of talent stations to the public in a comprehensive and multi-faceted manner, simplify application procedures, lower service thresholds, and timely summarize and promote experience and practices to expand the influence of the stations.
The construction of high-level talent stations is an important measure for the service of high-level talents in our city, and it is also a bold attempt. In the early stage, the Municipal Human Resources and Social Security Bureau selected four units, namely Weihai Huancui District Xinchuang Investment and Operation Co., Ltd., Weihai Design Valley Creative Design Co., Ltd., Rongcheng Technology Entrepreneurship Park Development Co., Ltd., and Harbin Institute of Technology (Weihai) Innovation and Entrepreneurship Park Co., Ltd., as the "pilot units for the construction of high-level talent stations in Weihai City" according to procedures such as unit application, condition review, social publicity, and organizational approval, We have officially launched the pilot work of constructing high-level talent stations in our city. In the future, the Municipal Human Resources and Social Security Bureau will continue to support the construction of post stations, conduct regular scheduling and seminars, focus on the overall development of the city, provide thoughtful and meticulous services for the introduction of various talents, and work with various districts and cities to build and utilize post stations well, promoting the high-level talent service work of our city to a new level.
