According to reports, in December 2021, the China Association for Science and Technology officially authorized the establishment of the National Overseas Talent Offshore Innovation and Entrepreneurship Base in Nansha. The Talent Development Bureau of Nansha Development Zone, in conjunction with relevant departments such as the Nansha District Association for Science and Technology, actively coordinates the guidance and support of higher-level departments of the Association for Science and Technology. It proposes to use the relatively mature industrial park in Nansha District as the headquarters space, use the International Talent Port as the professional service carrier, and rely on major scientific and technological innovation platforms, key enterprises, incubators, and youth innovation bases in the area, Create a "1+1+N+N" operation model of "1 headquarters space+1 service carrier+multiple cooperation spaces+multiple overseas support points", and explore a new overseas flexible talent introduction model of "not seeking everything, but seeking what is used, not seeking location, but seeking what is done".

 

The reporter learned that the signing event on that day marked the official establishment of the South China Technology Transfer Center as the headquarters space operation unit of the National Overseas Talent Offshore Innovation and Entrepreneurship Base. It will provide services such as information consultation, domestic and foreign channel management, policy promotion and implementation, attracting more high-quality talents to gather and supporting the high-quality development of Nansha.

 

When it comes to the next steps of work, Li Kui, the President of South China Technology Transfer Center, stated that the construction and operation of the offshore base will be in accordance with the deployment requirements of Nansha District, strengthen the overall management of the headquarters space for service carriers and cooperation space, provide convenient and efficient services for the introduction of talents and projects to the offshore base, draw a global talent introduction roadmap by industry sector, and gather a group of overseas talents that meet the development needs of key industries in Nansha Projects and service institutions will promote the implementation of a batch of overseas scientific and technological achievements in Nansha, creating an important window for Nansha to "face the world".

 

The reporter learned from the Talent Development Bureau of Nansha Development Zone that in recent years, Nansha has been focusing on building a national talent management reform pilot zone, a Guangdong Hong Kong Macao talent cooperation demonstration zone, and an international talent special zone, continuously optimizing policy mechanisms, accelerating the construction of attracting platforms, implementing exclusive service guarantees for overseas talents, and providing convenient services in terms of entry and exit, residence cessation, house purchase, car purchase, and foreign exchange, The first immigration service center in the province has been established, and the "joint review and signing" model at the provincial, municipal, and district levels has been pioneered nationwide. The approval time for foreign talent applications for permanent residency in China has been reduced from 2 months to 2 weeks, leading the country in approval speed. Relax the requirements for foreign talents to apply for permanent residency in China, and foreign talents with doctoral degrees can apply, with a national leading threshold.

 

In addition, in the recently released talent policy, a maximum reward of 10 million yuan will be given to newly introduced high-level talents, including foreign talents, a maximum reward of 1 million yuan will be given to newly introduced internationally renowned university doctoral students, and a maximum reward of 1 million yuan will be given to overseas talents holding high value international professional qualification certificates. Those who meet the conditions can be evaluated as high-level talents, Overseas excellent doctoral students who engage in postdoctoral research in this region can also enjoy an international exchange subsidy of 100000 yuan. For the establishment of overseas "talent enclaves" for on-site practical talents, a maximum of 3 million yuan of work funding will be given annually. At present, Nansha has gathered over 20000 high-level and backbone talents, which have quadrupled in the past three years. The average annual growth rate of high-level talents in the past five years has exceeded 100%, and the strategic position of talent leading development is constantly highlighted.
