From April 15th to 16th, the 21st Conference on International Exchange of Professionals (CIEP) was successfully held in Shenzhen. Under the theme of “Promoting Scientific and Technological Innovation, Seeking Common Development and Benefiting Global Talents”, the CIEP held 60 forums and events of various types using the online and offline “twin-engine” exhibition model, attracting 948 professional institutions and organizations from 28 countries and regions, and nearly 10,000 government representatives, experts, scholars, and high-caliber talents from home and abroad to participate in the CIEP on the spot.
Zhang Guangjun, member of the leading Party members group and vice-minister of the Ministry of Science and Technology of People's Republic of China, delivered a keynote address and announced the opening of the CIEP. Meng Fanli, Deputy Secretary of the CPC Guangdong Provincial Committee and Secretary of the CPC Shenzhen Municipal Committee and Wang Xi, member of the Standing Committee of the CPC Guangdong Provincial Committee and Vice Governor of Guangdong Provincial People's Government, delivered speeches. Qin Weizhong, deputy secretary of the CPC Shenzhen Municipal Committee and mayor of Shenzhen Municipal People’s Government, attended the opening ceremony. Guo Yuming, Level I Counselor of Hebei Provincial Department of Science and Technology, led the Hebei Delegation to attend the CIEP. A total of more than 200 people attended the CIEP, including the leaders of science and technology (foreign experts affairs) sectors at the provincial, municipal and county levels in Hebei Province, and the leaders of the academician workstations, the workstations for bringing in talents and intellectual resources, and the institutions that implement key programs for bringing in talents and intellectual resources.
The Hebei exhibition area set up multiple sectors, including “Leaders’ Care and Support”, “Introduction to the Work of Foreign Experts Affairs in Hebei”, and “Bringing in Talents and Intellectual Resources to Help Enterprises”, and comprehensively showcased key contents such as Hebei Province's introduction of high-caliber talents, highlights of the work for bringing in talents and intellectual resources, services and policies for attracting talents from overseas, and effectively publicized Hebei Province's achievements in bringing in talents and intellectual resources, which was fully recognized by the Ministry of Science and Technology of People's Republic of China (State Administration of Foreign Experts Affairs). In particular, the sector of “Bringing in Talents and Intellectual Resources to Help Enterprises” published 310 talent and project needs in Hebei Province, covering various fields such as artificial intelligence, biomedicine, modern agriculture, education technology, health care, new energy, and new materials, which attracted more than 3,000 people to engage in consultations on the spot and enabled 23 domestic and foreign agencies to sign contracts and reach cooperation on the spot. During CIEP, Shijiazhuang and other cities announced and signed contracts for special programs; the People's Government of Xindu District, Xingtai City, the Hebei Shenghao Photoelectric Technology Co., Ltd., the Cangzhou Academy of Agriculture and Forestry Sciences, Xingtai University and other entities signed 31 cooperation agreements and 107 programs for bringing in foreign talents. During his stay in Shenzhen, Guo Yuming also led the delegation to visit the Shenzhen Institute of Advanced Technology of the Chinese Academy of Sciences for investigation and study, and to conduct negotiations with representatives of more than 20 high-quality international talent institutions including Israel's Galilee International Management Institute, the China-US-Canada International Exchange Center, the Nordic Scientific Educational Communications Center, the German Christiani Technology Education Group, and Hebrew University, reaching cooperation intentions. Thus, the channels for Hebei Province to bring in foreign (overseas) high-caliber talents and intellectual resources were further diversified.
