The "Four Step Work Method" of Chun'an County, Hangzhou Leveraging the Strength of the Overseas Chinese Community to Carry out the Recruitment of Overseas Talents

Chun'an County, Hangzhou, adopts the "four step work method" to fully leverage the power of overseas Chinese, carry out overseas talent recruitment work, stimulate innovative vitality, cultivate development momentum, and provide talent and intellectual support for the construction of special ecological functional zones.

One is to establish a talent loving mechanism. Optimize the operational mechanism of the leadership group work, establish a talent joint quarterly meeting system, allocate and strengthen talent work forces, and clarify specific responsible leaders and talent service liaison personnel. Guided by the 'baton', we will work towards key areas, incorporate talent work into the annual target assessment, clarify responsible departments and individuals, establish a work list, and actively implement the 'Five Ones' of talent work, which include organization, team, funding, activities, and platforms. We have accumulated 6 joint meetings, held 16 training courses on talent work, and formed 7 work teams, focusing on building a new pattern of talent work, Realize the resonance between talent work and economic development at the same frequency.

The second is to open up channels for talent recognition. Based on the industrial development plan and policies of Chun'an County, we will focus on promoting projects such as health and medical care, intelligent health preservation, authentic tourism, film and television bases, and aquatic beverages, and effectively implement the article of "attracting talents with overseas Chinese and emotions". Give full play to the role of overseas talent networking stations and overseas associations, and have interacted with well-known overseas scientists associations, pure Chinese and overseas Chinese in Europe and America multiple times to identify a group of people who are enthusiastic about the economic and social development of their hometown, and to bridge the gap in attracting overseas talents, capital, projects, and technologies. As of now, 5 talent policies have been improved, and 3 talent promotion meetings and 3 policy consultation meetings have been held. At the same time, we will collect, store, and keep information on overseas talents, and provide recommendations and consulting services for talent introduction in various units.

The third is to build a talent recruitment platform. Further conserve overseas Chinese resources and provide a source of opportunity for talents introduction by connecting with overseas associations, overseas Chinese nationals, and overseas Chinese merchants. Establish 2 talent networking stations and 8 talent contact points in Singapore, Japan, and other places where Chun'an Chinese and overseas Chinese are relatively concentrated. Cheng Ren, an overseas Chinese leader, serves as Chun'an County's overseas "talent introduction ambassador" to help overseas Chinese groups and overseas Chinese return to their hometown to implement investment and real estate projects.

The fourth is to release the talent gathering effect. Continuously close contact with overseas Chinese by holding talent project promotion meetings, inspection and exchange meetings, etc. This year, we have successfully introduced signed projects with a total investment of 500 million yuan, facilitating the recruitment of 12 high-level overseas talents and the landing of 4 overseas teams. Collaborating with overseas Chinese enterprises to recruit talents and attract talents, a total of 16 signed projects have been completed for school enterprise, enterprise enterprise cooperation, and enterprise village cooperation. At present, the Melbourne Hangzhou Association and Hangzhou Xiaolangzhong Health Management Co., Ltd. in Australia have signed agreements with the Chun'an County Huangjing Traditional Chinese Medicine Project, becoming practical experience samples for overseas talent recruitment work.
