Talent Green Card Policy
Green card for talents: It is a service for outstanding talents from home and abroad who do not have registered residence in this city to work and start businesses in this city. As a proof of living and working in this city, it can be used to handle personal affairs.
Shijiazhuang Talent Green Card is divided into city level A Card, B Card, and C Card. The A Card serves academicians and high-end talents at the national and provincial levels. The B Card serves full-time doctoral students, first-class universities and disciplines with bachelor's degrees or above, and top 500 universities with bachelor's degrees or above. The C Card mainly serves full-time bachelor's degree or above talents; You can apply for a talent green card at any time every year.
01 Talent Green Card A Card Application Scope
(1) Nobel Prize winners, academicians of the CAS Member, CAE Member and developed countries;
(2) Selected candidates for national level talent projects, national level candidates for the "Hundred and Ten Thousand Talents Project", young and middle-aged experts with outstanding contributions to the country, Changjiang Scholars, selected candidates for the National "Innovation Talent Promotion Plan", recipients of the National Outstanding Youth Science Fund and the National Outstanding Youth Science Fund, national outstanding professional and technical talents, recipients of the highest national science and technology award, members of the Chinese Academy of Social Sciences and honorary departments;

03 Talent Green Card B Card Application Scope
(1) Doctoral degree graduate students; Full time master's degree students in universities under the "Double First Class" construction; Full time master's degree graduates who are closely integrated with the industry in our city and have been evaluated as Class A disciplines in national university disciplines (Pharmacy from Shenyang Pharmaceutical University, Traditional Chinese Medicine from Heilongjiang University of Traditional Chinese Medicine, Applied Economics, Statistics, and Business Administration from Northeastern University of Finance and Economics, Chemical Engineering and Technology from Nanjing University of Technology, Applied Economics and Statistics from Jiangxi University of Finance and Economics, Mechanical Engineering from Yanshan University, Control Science and Engineering from Guangdong University of Technology, and Chemical Engineering and Technology from Zhejiang University of Technology); Full time master's degree students from Hebei Province's backbone universities newly introduced by the five leading industrial enterprises in our city; First round full-time bachelor's degree graduates from first-class universities; Graduates with a full-time bachelor's degree in the second round of first-class disciplines;

05 Talent Green Card C Card Service Content
(1) Outstanding graduates with a full-time bachelor's degree or above;
(2) Professional and technical personnel with intermediate professional titles or above introduced by enterprises, institutions, and social organizations, as well as technicians in scarce occupations;
(3) Talents who meet the needs of local industrial development and have been recognized by the Talent Work Leading Group Office of the County (City, District) Committee as possessing certain special skills or expertise.
The above three types of talents must pay pension insurance for the first time in Shijiazhuang after December 2017 (including December) (which can be extended to 2017 for fresh graduates). The age of the first type of talent generally does not exceed 35 years old; The age of talents in the second and third categories generally does not exceed 45 years old.
06 Talent Green Card C Card Partial Benefits Application
5-year rental subsidy
- Full time master's degree graduate students introduced, a batch of full-time bachelor's degree graduates from universities admitted to undergraduate programs, professional and technical personnel with intermediate professional titles or above, and scarce job technicians;

A one-time entrepreneurship subsidy of 10000 yuan
Graduates from ordinary universities who start their own businesses and obtain a business license for the first time and operate steadily for more than 6 months will be given a one-time entrepreneurship subsidy of 10000 yuan per person, and an equal subsidy will be given based on the actual social insurance premiums paid within 3 years;
You can apply for a entrepreneurship guarantee loan of up to 200000 yuan. If you start a business in partnership or organize a joint venture (all partners are college graduates within 5 years of graduation), the maximum loan amount is 800000 yuan;
Priority will be given to incubators built by the government for those without operating premises. For those who rent operating premises, a maximum rent subsidy of 5000 yuan per year will be provided for three years.
Other housing security
Cardholders who apply for public rental housing are not subject to any conditions. Cardholders from cluster counties (districts), key counties for transformation and upgrading, and western mountainous counties are not subject to housing purchase restrictions when purchasing their first home in their respective counties or districts.
