For the purpose of thoroughly implementing the work arrangement of the CPC Hebei Provincial Committee and the Hebei Provincial People’s Government on “intensifying efforts to attract foreign experts in the field of quality control”, on August 15, the Hebei Provincial Department of Science and Technology (Hebei Provincial Administration of Foreign Experts Affairs), the Hebei Provincial Administration for Market Regulation, and the Foreign Affairs Office of the People's Government of Hebei Province jointly hosted the Special Conference for German Quality Control Experts Matchmaking and the Launching Ceremony of Quality Management Training. Guo Yuming, Director General Level Officer (Grade I) of Hebei Provincial Department of Science and Technology, Deputy Director General of Hebei Provincial Administration for Market Regulation, Lv Xiaomei, Vice Executive President of Hebei People’s Association for Friendship with Foreign Countries, Uwe Seidel, General Manager of German Bricco Service, and Lin Xiaoxia, Vice President of TÜV Rheinland Academy for Greater China, attended the Conference and delivered speeches. The leaders from relevant departments of the Hebei Provincial Department of Science and Technology (Hebei Provincial Administration of Foreign Experts Affairs), the Hebei Provincial Administration for Market Regulation, and the Foreign Affairs Office of the People's Government of Hebei Province, the leaders from the bureaus of science and technology (the administrations of foreign experts affairs) and the administration for market regulation of relevant cities, and the representatives of more than 200 enterprises in the fields of biomedicine and electronic information in Hebei Province attended the Conference.
The Matchmaking Conference led to a total of 7 contracts. Among them, the Hebei Provincial Administration of Foreign Experts Affairs signed 2 quality management pilot work agreements with the People’s Government of Wuqiang County, the Administrative Committee of Xingtai Economic Development Zone, and German Bricco Service; the representatives of enterprises such as Oden (China) Co., Ltd. signed 3 talent introduction agreements with German and Japanese quality control experts; and the representatives of enterprises such as Hebei Huanyin Technology Co., Ltd. signed 2 international service cooperation agreements with relevant German technical service agencies.
Wang Puzeng said that introducing quality experts from developed countries and regions to help enterprises strengthen quality control and improve product quality and brand efficiency is a specific initiative for implementing the requirement of the CPC Hebei Provincial Committee and the Hebei Provincial People’s Government for building Hebei Province into a leader in product quality. Hebei Provincial Administration for Market Regulation will actively promote the service work for “helping enterprises attract talents”, and by drawing on and learning from foreign advanced quality management experience, help enterprises perfect the details and cultivate and build quality brands, and truly achievement the transformation from Hebei manufacturing to Hebei creation, from Hebei speed to Hebei quality, and from Hebei products to Hebei brands.
Lv Xiaomei said that the introduction of foreign experts in the field of quality control is a fundamental program for laying strong foundations, delivering long-term benefits, covering a long journey by taking one step at a time, and achieving significant success. It is a pro-business program for improving the quality and brand value of enterprise products. It is a program for building Hebei Province into a leader in product quality by improving the quality control system of enterprises and building up the core competitiveness of Hebei manufacturing. The Foreign Affairs Office of the People's Government of Hebei Province will continue to leverage the advantages of foreign affairs resources, mobilize all forces, and adopt the model of “embassy + chamber of commerce + sister city” to attract talents in all aspects.
Guo Yuming stressed that at present, we are in a new round of technological revolution and industrial transformation in the world, and Hebei Province is facing an once-in-a-lifetime historical opportunity. We should thoroughly study and implement the important speeches made by General Secretary Xi Jinping while visiting Hebei Province, implement the work arrangements of the CPC Hebei Provincial Committee and the Hebei Provincial People’s Government, continue to step up efforts to introduce foreign experts in the field of quality control, and help enterprises achieve scientific and technological innovation and development. He said that the Hebei Provincial Department of Science and Technology (Hebei Provincial Administration of Foreign Experts Affairs) will give full play to the principal role of enterprises in scientific and technological innovation, accelerate the development of a market-oriented system for technological innovation in which enterprises are the main players and synergy is created through the joint efforts of enterprises, universities, and research institutes, promote quality control training for professional and technical personnel in enterprises in Hebei Province, continue to steadily provide talent intellectual support for Hebei Province, and help enterprises conduct international exchanges and cooperation in a larger scope, to wider areas and at deeper levels.
After the Matchmaking Conference, German quality control experts conducted policy presentations and skills training for participating enterprise representatives.
