On October 28, the Conference on Policy Interpretation & Employment and Entrepreneurship Guidance for Overseas Returnees was successfully held at Shijiazhuang Meiju Hotel. It was hosted by the Hebei Provincial Department of Science and Technology (Hebei Provincial Administration of Foreign Experts Affairs), Department of Human Resources and Social Security of Hebei Province, Education Department of Hebei Province and Shijiazhuang Municipal Bureau of Science and Technology, and organized by Hebei Ruituo Information Technology Co., Ltd. The Conference was held in the form of both online and face-to-face communication.
Through policy interpretation of overseas returnees, opinion exchange and experience sharing of employment and entrepreneurship projects, and guidance and training of overseas famous experts in related fields, the Conference aims to bring overseas returnees with corresponding exchanges, channels and implementation for employment and entrepreneurship, promote overseas science and technology projects in Hebei Province, make efforts on resettlement, employment and entrepreneurship, and project introduction, to attract and retain the talents indeed.
Wang Zhongqun, Division Chief of the Foreign Expert Management Office of the Hebei Provincial Department of Science and Technology, was invited to attend and deliver a speech at the Conference. Wang noted that overseas returnees are an integral part of China's human resources. Over these years, returnees' entrepreneurship has gradually become a key method to make contributions to China's socio-economic development. Standing in a historic and strategic opportunity period, Hebei Province provides a promising platform for a large number of returnees to develop their ambitions. The need to attract talent across the globe is more urgent than any time in history. By giving high priority to the introduction of overseas talents, Hebei Province has built a sound talent-safeguarding system in terms of innovation and entrepreneurship, and scientific and technological transformation, so as to encourage overseas students to return to their hometown in pursuit of development. The Conference effectively promoted the connection between overseas students and the employment and entrepreneurship policies of Hebei, and the increased number of employees and entrepreneurs through linking domestic and foreign employment and entrepreneurship models.
At the Conference, Sun Yifang, Deputy Division Chief of the Foreign Expert Management Office of Hebei Provincial Department of Science and Technology, Li Chao, Secretary of the Mass Entrepreneurship Service Center of the Department of Human Resources and Social Security of Hebei Province, and Ke Xu, Deputy Secretary of the Leading Party Group and Deputy Director of Shijiazhuang Municipal Bureau of Science and Technology and Director of Shijiazhuang Municipal Administration of Foreign Experts Affairs, made detailed introductions on relevant policies, including talent treatment, entrepreneurship support and fiscal support, which are highly concerned about by overseas returnees, to promote the connection between people and policies, and fuel the implementation of overseas returnees and high-tech projects in Hebei Province.
Seven returnees who have done a good job in different fields, including high-tech, pharmaceutical, and international education in Hebei Province, shared their experience in employment and entrepreneurship and released the domestic achievements and intentions of foreign advanced technologies at the Conference, such as AI, Japanese prosthetic limb rehabilitation technology, Spanish wind energy and photovoltaic measurement technology. This move has effectively promoted the integration of overseas returnees into the economic environment of Hebei Province as well as the implementation of the projects.
Dr. Nick, an entrepreneurship guidance professor at the University of California, USA, conducted professional guidance and training for international students online. He pointed out that China's favourable policy environment is conducive to the entrepreneurship of global talents, especially overseas returnees. With over 30 years of entrepreneurship and teaching experience at the University of California, Dr. Nick also shared the methods of opportunity assessment and identification skills in the entrepreneurship process.
Liu Jiangyi, the first-level researcher of the International Cooperation and Exchange Division of the Education Department of Hebei Province, delivered a summary speech at the Conference. Liu emphasized the significance of the strategy of reinvigorating China through HR development and proposed that overseas returnees should hold firm confidence and clear direction in the process of entrepreneurship and employment, and strengthen exchanges and mutual learning while adhering to self-reliance in different fields. Liu added that overseas returnees continue to strengthen communication with government agencies for employment and entrepreneurship and join hands to promote the modernization of Hebei Province.
The success of the Conference fostered overseas returnees' understanding of the talent introduction policies and related supporting policies of Hebei Province, and provided effective policy guidance, and theoretical and practical guidance services for the next step of realizing the employment and entrepreneurship of overseas talents.
