Recently, the implementation plan demonstration meeting of the National Key R&D Plan - Intergovernmental International Science and Technology Innovation Cooperation Key Special Project "Research on the Evolution and Control of Service Behavior of New Reinforced Soil Retaining Walls for High Speed Railways Based on Performance Design", recommended by the Hebei Provincial Department of Science and Technology and led by Shijiazhuang Railway University, was successfully held in Shijiazhuang.

This project is an intergovernmental international scientific and technological innovation cooperation project jointly supported by the governments of China and Japan. It is jointly implemented by 9 cooperative units from China and Japan, including Japan Central Reconstruction Engineering Consulting Co., Ltd., West Japan Railway Design Consulting Co., Ltd., and China Southwest Jiaotong University, China Railway Eryuan, China Railway Fourth Survey and Design Institute, China Railway Design Corporation, China Railway First Survey and Design Institute, and China Railway Design Consulting Group. The meeting was held in a combination of online and offline methods, inviting experts from China Railway Group, China Academy of Railway Sciences, Tsinghua University, China Railway Design and other units to participate in the discussion. The President of Shijiazhuang Railway University, Feng Wenjie, the President of Tokyo Branch of Japan Central Reconstruction Design Consulting Co., Ltd., Zeno Jiayan, the Director of the Special Management Department of the China Center for Science and Technology Exchange, Xin Bingqing, and the Assistant Director of the China Office of the Japan International Cooperation Agency, Masato Kiyoshi, attended the meeting and delivered speeches.

At the demonstration meeting, Professor Zhou Shiguang and Professor Yang Guangqing from Shijiazhuang Railway University reported on the project research background, research objectives, implementation plan, and expected results. Nine experts, including Professor Gu Xiangsheng, a senior engineer at China Railway Fourth Institute, and Professor Li Guangxin from Tsinghua University, fully affirmed the rationality and feasibility of the project implementation plan, and provided guidance suggestions on the issues that should be paid attention to during the implementation process. The person in charge of the International Cooperation Department of the Provincial Department of Science and Technology has put forward specific requirements for the next steps of the project. This project aims to develop a new type of reinforced soil retaining wall structure suitable for high-speed railways by drawing on the performance design concept of Japanese railway reinforced soil retaining walls, forming a new type of railway reinforced soil retaining wall performance design method based on the limit state method. It proposes deformation control and disaster resistance technology for high-speed railway reinforced soil retaining walls under normal operation (train load) and special working conditions (earthquake, rainfall), Effectively improving the application level of reinforced soil retaining walls for high-speed railways in China. After the successful implementation of the project, it will become an important achievement of international innovation cooperation between the provincial governments.
