Chongqing will build a batch of large-scale, specialized and high-quality incubation carriers, promote the transformation of scientific and technological achievements, and incubate and cultivate high-quality market players. On December 20, 2021, the reporter learned from Chongqing Science and Technology Bureau that the Implementation Plan of High-quality Incubation Carrier Construction in Chongqing (2021-2025) (hereinafter referred to as the Implementation Plan) was issued by the General Office of Chongqing People's Government on the same day. By the end of 2025, Chongqing aims to build incubators with a total area of more than 10 million square meters, gather more than 80,000 incubated enterprises and entrepreneurial teams, and incubate and cultivate more than 12,000 technology-based enterprises.
Optimize the space layout and improve the whole chain incubation system
Incubators, represented by science and technology business incubators and maker Spaces, are an important part of the innovation system and play an important role in promoting the transformation of scientific and technological achievements and economic development.
The relevant person in charge of Chongqing Science and Technology Bureau introduced that in order to further implement the innovation-driven development strategy, promote the high quality development of incubation carriers in the city, cultivate high-quality market players, enhance the internal power of economic development, and help build a science and technology innovation center with national influence, Chongqing has formulated the Implementation Plan.
The Implementation Plan mainly includes five parts: construction objectives, spatial layout, construction contents, construction measures and safeguard measures. The construction objective is to guide the input from various districts and counties, universities, scientific research institutes, leading enterprises and other subjects, optimize the spatial layout of incubation vectors in the city, improve the whole-chain incubation system of "maker space + incubator + accelerator", and create large-scale, professional and high-quality incubation vectors.
In terms of spatial layout, Chongqing plans to strengthen the dual-core driving role of Western (Chongqing) Science City and Liangjiang New Area by the end of 2025, relying on the main metropolitan area, and build an incubation carrier with a total area of more than 5.6 million square meters. We will strengthen the multi-point support in other areas of the main metropolitan area, and build incubators with a total area of over 4.3 million square meters. Relying on the Three Gorges Reservoir town cluster in northeast Chongqing and Wuling Mountain town cluster in southeast Chongqing, the incubation carrier with a total area of more than 350,000 square meters will be built.
Focus on industrial areas to create three types of incubation carriers
In terms of construction content, Chongqing will focus on regional leading industries and advantageous fields, and focus on creating three types of incubation carriers, namely, university innovation ecosystem, large incubation carrier and characteristic incubation carrier.
In terms of creating an innovation ecosystem around the university, Chongqing will focus on building more than 15 innovation ecosystems around the university with scientific layout, distinctive features and overall coordination by the end of 2025, closely focusing on the university's superior disciplines and regional key industries.

The person in charge introduced that this drove the relevant regions and more than 10 colleges and universities to form a competitive development pattern, built a total of 65 platforms for mass innovation and innovation, 3275 incubated enterprise teams, 746 incubated enterprises, 55 high-tech enterprises, and drove 4,852 college students to start businesses and employment.
In terms of building large incubation vectors, Chongqing will rely on key regions and parks of the city, focus on key industries and superior resources, and strive to build more than 10 large incubation vectors with outstanding industrial characteristics, complete incubation functions, complete supporting services and significant agglomeration effect by the end of 2025.
In the creation of characteristic incubation vectors, we will focus on specialization, internationalization, platform and other directions, give play to the advantages of various incubation vectors resources, and strive to create more than 100 characteristic incubation vectors by the end of 2025.
"At present, there are 99 technological business incubators at or above the municipal level in the city, including 22 at the national level, 3,786 incubated enterprises, and 3,126 graduated enterprises in total. There are 307 maker Spaces at or above the municipal level, 55 of which are registered by the state, 18,611 gathering enterprises and teams, and more than 160,000 working Spaces." The person in charge introduced that during the "14th Five-Year Plan" period, the city will from the establishment of an overall coordination mechanism, new industrial land types (M0), strengthen the incubation vector construction guidance, increase fiscal and tax policy support, strengthen scientific and financial support, improve the performance evaluation mechanism and other aspects, to ensure the high standard construction of all types of incubation vectors, high-quality development.
