In order to deepen the implementation of the talent strong province strategy, our province's first overseas talent offshore innovation and entrepreneurship base was established on October 18, 2023 in Shijiazhuang High tech Zone. In order to promote the practical and efficient operation of the Hebei (Shijiazhuang) Overseas Talent Offshore Innovation and Entrepreneurship Base, deepen the implementation of the talent strong province strategy, and focus on the economic and social development needs of Hebei Province, vigorously introduce high-level talent teams from home and abroad to innovate and start businesses in Hebei Province, create a new entrepreneurial ecosystem of "domestic and foreign co creation and win-win" in our province, and assist in the high-quality development of our province, the first Hebei Province Overseas Talent Innovation and Entrepreneurship Competition is hereby held. (referred to as the "Competition")

Entry Requirements
- The contestants are high-level talents with innovative achievements and innovation and entrepreneurship plans, with internationally and domestically leading technological achievements that are in line with the direction of industrial development in Hebei Province.
- The participating projects are innovative, and their achievements, products, or technologies comply with national laws, regulations, and industrial policies, and the participants have no intellectual property disputes.
- Participants should have certain entrepreneurial experience, strong innovative and entrepreneurial spirit, as well as the ability to transform scientific and technological achievements, expand markets, manage operations, and integrate resources.
- Participants can only choose one field to register for one project, and duplicate applications will cancel their eligibility to participate.
- In the registration stage of the competition (before February 22, 2024), the participating projects have not yet landed in our province, and there is an intention to land in our province before the end of 2024.

- Participating projects
First Prize: 100000 yuan project support fund, certificates and trophies will be awarded.
Second Prize: 50000 yuan project support fund, awarded with certificates and trophies.
Third Prize: 20000 yuan project support fund, certificates and trophies will be awarded.
Nomination Award: Presenting certificates and trophies.
- Project Recommendation Unit
Reward excellent enterprises and institutions that provide talent introduction services, recommend high-quality projects, and introduce high-end experts with outstanding contributions.
Policy support
- According to the basic application conditions of the "Hundred Foreign Experts Program" for introducing high-level overseas talents in Hebei Province, the final award-winning project for landing and transformation in Hebei by the end of 2024 will be supported by the provincial finance after comprehensive evaluation.
- Priority funding will be given to projects that meet the basic application conditions for introducing foreign intelligence projects at the provincial and municipal levels, and after comprehensive evaluation, certain financial support will be provided.
- The recommender who has registered for the recommended project and achieved excellent results can apply to the Hebei Provincial Intelligence Introduction Workstation of the Hebei Provincial Department of Science and Technology (Provincial Bureau of Foreign Experts Affairs). After recognition, a certain amount of financial rewards will be given based on performance review.
- The winning projects in the finals will be located in the High tech Zone of Shijiazhuang City by the end of 2024, and corresponding support will be provided in accordance with the talent policies of Hebei Province, Shijiazhuang City, and the High tech Zone.

Establish a database of competition landing projects, equip municipal units, districts and counties, and parks with service specialists, open up green channels, comprehensively utilize talent and technology support policies, industrial development support funds, land security policies, etc., strengthen project tracking in registration, office space, enterprise planning, personnel recruitment, investment and financing guarantees, and provide comprehensive project landing service guarantees.
