Notice of Hebei Provincial Administration of Foreign Experts Affairs on the Collection and Reporting of Foreign Talent Resources in the “Field of Quality Control”

All workstations for bringing in foreign talents and intellectual resources in foreign countries (overseas):

For the purpose of implementing the work arrangement of “intensifying efforts to bring in foreign experts in the field of quality control” proposed by the main leader of the CPC Hebei Provincial Committee, establishing communication channels between foreign countries (overseas) and Hebei Provincial institutions that need to bring in foreign talents and intellectual resources (hereinafter referred to as the “institutions”), and improving the efficiency of communication and connection between these institutions and overseas resource channels, all workstations for bringing in foreign talents and intellectual resources in foreign countries (overseas) (hereinafter referred to as the “workstations”) should, based on the reality of the countries where you station, leverage regional advantages, collect and report high-quality talent resources in the field of quality control, and build up coordination between needs and introduction of overseas talent resources and needs. The relevant matters are hereby notified as follows:

1. Collectingand reporting foreign talent resources in the “field of quality control”

All workstations should raise your awareness in this work, take the introduction of foreign talents in the field of quality control as a political mission, give full play to your resources advantages as the “gateways” for bringing in foreign talents and intellectual resources, anchor your work in the countries where you station, cover wider regions as much as possible, focus on collecting the information on foreign talent resources in the field of quality control, and report relevant information to Hebei Provincial Administration of Foreign Experts Affairs.

1. II. Better matching the needs with the introduction offoreign talents in the “field of quality control”

Relying on the platforms for bringing in foreign talents and intellectual resources, including Hebei Global Intelligence Information, all workstations should make dynamic matchmaking and build up coordination between needs and introduction of overseas talents in accordance with the needs for talents in the field of quality control, which are reported by the enterprises in Hebei Province and collected and released by Hebei Provincial Administration of Foreign Experts Affairs, and based on the information on foreign talent resources you collect, and the international talent exchange activities you organize and carry out, such as the international talent exchange and matchmaking conference in the field of quality control.

1. III. Establishinga performance appraisal systemin the “field of quality control”

Hebei Provincial Administration of Foreign Experts Affairs will comprehensively strengthen the performance management of the workstations for bringing in foreign talents and intellectual resources in foreign countries (overseas), improve their work quality, and supervise their work of participating in the activities of “bringing in talents and intellectual resources to help enterprises”. All workstations should establish the “Detailed Records of Matching the Needs with the Introduction of Talent Resources in the Field of Quality Control” (see Annex), and at the end of each month, summarize and update the records and report the summarized results to Hebei Provincial Administration of Foreign Experts Affairs. Hebei Provincial Administration of Foreign Experts Affairs will keep certain entities and individual informed of the latest work. For the workstations which bring in high-quality foreign experts in the field of quality control or complete related work for the enterprises in Hebei Province, their achievements will be included in the year-end workstation performance; and special financial rewards will be given to eligible workstations in foreign countries (overseas) that bring in foreign talents and intellectual resources.
