As the biggest highlight of the symposium, the Shenyang China Russia White International Collaborative Innovation Center was officially unveiled at this symposium. The center will be led by the government, supported by universities, institutes, and technology enterprises, to promote the internationalization of Liaoshen related industries, establish cooperation with top overseas scientific institutions, focus on building Liaoning's industry+talent+technology highland, and promote diversified cooperation and exchange in talent introduction, cultivation, exchange, technology transfer and transformation, international cooperation, and other aspects. The center will be driven by talent as the core, in order to strengthen the localization of key technologies, collaborative research and development among universities, and build an international platform for Sino Russian cooperation, becoming a model for international cooperation in Shenbei and even Northeast Asia.

The event was hosted by the Shenyang Science and Technology Bureau, the Shenbei New Area Committee of the Communist Party of China, the People's Government of Shenbei New Area, and the Management Committee of Shenyang Huishan Economic and Technological Development Zone. It was organized by the Shenbei New Area Science and Technology Bureau of Shenyang, and the China Russia Belarus International Collaborative Innovation Center, and co organized by the Chinese Science Center of the Russian Academy of Natural Sciences.

The year 2023 marks the 10th anniversary of the proposal of the "the Belt and Road" initiative. Jointly building the "the Belt and Road" and working together with Eurasia in deep cooperation in various fields has become a powerful starting point for rapid regional economic development. Shenyang is located in the center of Northeast Asia and is one of the most important hub cities in China that connects Russia's air, rail, and road networks.

In order to help Shenyang develop vigorously in scientific and technological innovation, the symposium specially invited academician Bolayev Alasha Valeryevich, acting president of the Russian Academy of Natural Sciences, director of the Chinese Center of the Russian Academy of Natural Sciences, Jiao Xuemei, executive vice president of China Science Titanium Leading Group, Longda Lianke Yana Aleksandrovna, assistant director of the president Academician Friedman Aleksander Yakovlevich, Principal investigator of the Russian Institute of Informatics and Mathematical Modeling, and Academician Lahujing Maxim Grigorievich, Professor of Moscow State University of Science and Technology, led a delegation of five, focusing on the leading industries of Shenbei New Area, focusing on aerospace parts, automobile intelligent manufacturing, biomedicine, modern agriculture Exchange and discussion with Shenbei New Area, colleges and universities, science and technology enterprises in the fields of science and education integration.

The Russian Academy of Natural Sciences is an internationally renowned social science college with the highest standards in Russia, and one of the top three cross industry academic authoritative institutions in Russia. It brings together many well-known scientists in the Russian natural sciences and related fields. At present, the Russian Academy of Natural Sciences has 18 Nobel Prize winners, more than 270 academicians of the Russian Academy of Sciences, more than 30 academicians of the Russian National Academy of Medical Sciences, and 48 foreign academicians.

Shenyang China Russia Belarus International Collaborative Innovation Center, officially unveiled this time, was actually established in June 2022. It is a professional science and technology service platform mainly engaged in overseas high-end talent services, enterprise science and technology innovation services, university achievements transformation services, industrial park planning and operation services, which was set up by China Science and Technology Tieling Group, Russian Academy of Natural Sciences and other international scientific institutions, with the support of the government of Shenbei New Area, Shenyang. The main construction content of the innovation center is to promote international cooperation between China, Russia and Belarus as the core, establish a "the Belt and Road" bridge hub, and provide a full chain of services for local governments and various enterprises through a professional science and technology service organization with the mission of introducing international and domestic high-end talents, transferring and transforming scientific and technological achievements, and attracting industries.

The Russian Academy of Natural Sciences signed a strategic cooperation agreement with the People's Government of Shenbei New Area and the Shenyang Sino Russian Belarus International Collaborative Innovation Center at the forum on the same day, sharing the achievements, projects, talents, technology and other scientific and technological resources of the existing scientific and technological service platform, and promoting the transformation and implementation of relevant achievements in Shenbei New Area.

At the same time, Shenyang China Russia Belarus International Collaborative Innovation Center has signed strategic cooperation agreements with Shenyang Normal University, Shenyang Aerospace University, Shenyang Institute of Engineering, and the Food School of Shenyang Agricultural University. In the future, it will carry out multiple cooperation with signed universities around the transformation of scientific and technological achievements and scientific and technological talents.
