On the afternoon of June 7th, the 2023 Overseas Talent Pudong "Leading Zone" Entrepreneurship Exchange Main Activity (hereinafter referred to as "Haichuanghui") was launched. As a brand event for the offshore base of the Shanghai Free Trade Zone, "Hai Chuang Hui" has attracted nearly 3800 projects from 39 countries and regions to actively participate in the past 7 years.

This year's "Haichuanghui" will focus on the fields of biopharmaceuticals, integrated circuits, artificial intelligence, and future industries, and carry out project solicitation at home and abroad. Combined with the "Haichuanghui" 1+N brand matrix, a series of activities will be held around talent services, technical exchanges, project cultivation, etc., to explore the most active and promising outstanding talents and projects.

At the launch ceremony, the main activity of "Hai Chuang Hui" was released. Compared to previous years, this year's "Hai Chuang Hui" joint base cooperation space has established overseas competition points in Japan, Malaysia, and the United Arab Emirates, throwing "olive branches" to domestic and foreign elites, attracting outstanding overseas talent projects to return to China or start businesses in China. In addition to focusing more on future industries, forward-looking layout of new tracks in future industries, and attracting global excellent projects, "Haichuang Foreign Exchange" simultaneously integrates technology and talent policies at the city level, effectively assisting overseas talents to come to Pudong for innovation and entrepreneurship.

As one of the first pilot offshore bases in China, the Shanghai Free Trade Zone offshore base was awarded the "Excellent" rank in the Haizhi Plan base evaluation conducted by the China Association for Science and Technology last year. In March of this year, it was approved by the General Office of the China Association for Science and Technology and continued to be recognized as the "National Overseas Talent Offshore Innovation and Entrepreneurship Base (China (Shanghai) Pilot Free Trade Zone)".

Chen Li, a member of the Party Group of the Shanghai Association for Science and Technology, pointed out in her speech that in the new era and situation, the base should continue to be the vanguard and pioneer, leverage the policy advantages of Pudong's "International Talent Development Leading Zone", continue to do a good job in providing innovation and entrepreneurship services for overseas scientific and technological talents, and contribute to creating a competitive open innovation ecosystem and innovation and entrepreneurship environment.

At the launch ceremony, Chen Li, a member of the Party Group of the Shanghai Association for Science and Technology, and Xu Minxu, Deputy Director of the Pudong New Area Science and Technology Commission, as representatives of the base construction unit, jointly unveiled the base. Three international incubators, including Huanling Incubator, E-Chuang Wharf, and Ruinuo Laiboshi Life Science Park, have been awarded as new cooperation spaces. Zhai Jingbo, a special expert of Haizhi from the Chinese Association for Science and Technology, and founder of Yanxi Hall Incubator, as well as Dr. Ding Yi, the general manager of Shanghai Puyi Intellectual Property Agency Co., Ltd., were appointed as the base mentors.   Since its physical operation in 2016, with the collaborative promotion of four member units: the Municipal Association for Science and Technology, the Organization Department of the District Committee, the New Area Science and Technology Commission, and the Zhangjiang Management Bureau, the offshore base adheres to the principles of marketization, internationalization, and specialization, adopts a "1+1+X" management model, combines the advantages and resources of cooperation space, partners, and cooperation institutions, shares and benefits, improves overseas resource docking, project introduction, and overseas talent services The functions of ecological docking for large enterprises and incubation services for landing projects have accumulated 22 expanded cooperation spaces, 35 partners, and 51 third-party service institutions.
