All workstations for bringing in foreign talents and intellectual resources in foreign countries (overseas):
For the purpose of making good use of Hebei Province’s foreign (overseas) channel resources for bringing in foreign talents and intellectual resources, intensifying efforts to bring in overseas talents, technologies and projects, achieving dynamic adaptation and precise matching between supply and demand parties of overseas resources through the collection of information on overseas high-quality resources, giving fuller play to the leveraging role of overseas talents in providing enterprises and public institutions with technological services for technological innovation and development, and effectively conducting international talent exchange and cooperation, now we decide to rely on the “Hebei Global Intelligence Information” to conduct routine collection of information on the resources of overseas talents, technologies and projects from talent introduction channels including the workstations for bringing in foreign talents and intellectual resources in foreign countries (overseas). The relevant matters are notified as follows:
- Scope of Information Collection
(i) The 2023 annual foreign (overseas) workstations for bringing in foreign talents and intellectual resources, which have been certified by the administrations of foreign experts affairs at all levels in Hebei Province; and the foreign (overseas) expert organizations and training institutions which have certified by State Administration of Foreign Experts Affairs.
(ii) Other overseas talent service agencies, such as international human resources centers and international headhunters, can be included into the scope of information collection upon the approval of the Administrative Office of Foreign Experts Affairs of Hebei Provincial Department of Science and Technology.
- Collection Method
This time, the collection of the information on the resources of overseas talents, technologies and projects will be carried out online by relying on the “Hebei Global Intelligence Information” (www.hbafea.com).
(i) Registration on the platform
Overseas channels which have been included into the scope of information collection, such as the workstations for bringing in foreign talents and intellectual resources, should follow the principle of “registering all appropriate institutions”, and complete the centralized registration on the “Hebei Global Intelligence Information” by May 15. After registration is completed, you need to fill in your qualifications. Backstage auditors will complete the review work within 24 hours. Upon the review and approval, you will obtain permission to enter the information on overseas resources. Other overseas talent service agencies, such as international human resources centers and international headhunters, can, on a case-by-case basis, complete the registration and obtain permission to enter the information on overseas resources upon the approval of the Administrative Office of Foreign Experts Affairs of Hebei Provincial Department of Science and Technology. In order to ensure data security, reliability, and accuracy, only one person can be registered for each entity.
(ii) Reporting and entering the information
Each entity should establish the “weekly reporting” system, obtain permission to enter the information on overseas resources, update the overseas talent, technology and project information (see Annexes 1 and 2 for overseas talent, technology, and project information tables) it has obtained this week the “Hebei Global Intelligence Information” before every Thursday. Each entity should log into the “Need Release” section of the Personal Center to improve the information. The newly collected information should be entered into the system, the information that needs to be improved should be updated and modified in the system, and the information on the completed matchmaking should be concluded and hidden in the system.
(iii) Comprehensive review
For the purpose improving the feasibility of introducing the overseas talents, technologies, projects and other resources included in the information into Hebei Province, enhancing the application of demonstration and promotion, and ensuring that the introduced overseas resources focus on meeting the development needs of leading industries and industrial clusters with county characteristics, and comply with the needs of economic and social development of Hebei Province, the Administrative Office of Foreign Experts Affairs of Hebei Provincial Department of Science and Technology will organize the “third party” professional organization to select and evaluate the overseas resources reported through various overseas channels, and give top priority to promoting eligible new and high technologies, high-caliber talents and high-quality projects.
(iv) Supply-demand matchmaking
The Administrative Office of Foreign Experts Affairs of Hebei Provincial Department of Science and Technology will make full use of the advantages of the “Hebei Global Intelligence Information” platform, and conduct the work of “cloud matchmaking” on a regular basis. Relying on the resources of overseas talents, technologies and projects reported by various overseas channels, it will promote the establishment of supply-demand matchmaking with the needs of the enterprises and public institutions in Hebei Province, carry out efficient and dynamic matchmaking connections, promptly give feedback on the preliminary matchmaking results and follow-up results to various overseas channels and the demand side of Hebei Province, and effectively carry out the work of bringing in overseas talents, technologies and projects and delivering the results.
- III. Safeguard Measures
(i) Strengthen policy incentives. Overseas talent introduction resource information reported by various overseas channels such as the workstations for bringing in foreign talents and intellectual resources will be included in the year-end performance evaluation upon the comprehensive review and approval of the “third party”, and special financial support is provided for those with outstanding and proven results in terms of bringing in foreign talents and intellectual resources.
(ii) Strengthen risk prevention and control. The Administrative Office of Foreign Experts Affairs of Hebei Provincial Department of Science and Technology will strengthen the protection of foreign talents, overseas technologies and project contents involving personal privacy, key core technology and intellectual property rights of enterprises, strictly prevent and control security risks, organize evaluation and review on the collection and reporting of the information on overseas resources, and actively promote high-quality results.
(iii) Step up follow-up supervision. The Administrative Office of Foreign Experts Affairs of Hebei Provincial Department of Science and Technology will establish detailed records of the introduction and matchmaking (see Annex 3), fully understand the collection of the information on overseas talents, technologies and projects and the matchmaking progress, implement “monthly scheduling and quarterly supervision”, and provide regular briefings on the information updated and reported by various overseas channels and the information on the completed matchmaking. The channels for bringing in foreign talents and intellectual resources in Hebei Province should make full use of overseas resources, strengthen connections with overseas resource channels and enterprises and public institutions in Hebei Province, and give full play to your role as bridges, to ensure that the collection of information on overseas resource and the supply-demand matchmaking are efficient and effective.
