Evaluation criteria for provincial-level technology-based small and medium-sized enterprises in Hebei Province

Basic conditions and identification indicators

Enterprises must simultaneously meet the following conditions:

1. Registered within the administrative region of Hebei Province and possessing independent legal personality.
2. The industry in which the enterprise operates does not fall within the scope of restriction and elimination categories stipulated in the Guiding Catalogue for Industrial Structure Adjustment of the National Development and Reform Commission.
3. The enterprise has not been included in the list of abnormal business operations or serious illegal and dishonest enterprises, and there have been no major safety or quality accidents, serious environmental violations, serious falsification, or serious scientific research dishonesty in that year.
4. Industrial enterprises: with less than 1000 employees or operating income of less than 400 million yuan; Technology service industry enterprises: with less than 300 employees or operating income of less than 100 million yuan; Other industry enterprises: According to the national classification standards for small and medium-sized enterprises.

Identification indicators:

1. The number of scientific and technological personnel accounts for more than 20% of the total number of employees in the enterprise that year.
2. The company's R&D investment accounted for over 2% of its main business revenue in the previous year and has the ability to continuously carry out scientific and technological innovation activities. For enterprises registered in the current year, their actual operating period is determined as one accounting year.
3. Enterprises have independent intellectual property rights, proprietary technology, or innovative integration capabilities, and form products or services.

Recognition period: February 24th to March 15th each year
